Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. The intent of this notice is to identify potential offerors for market research purposes. The Naval Facilities Engineering Command (NAVFAC) Far East, PWD Sasebo, is currently seeking interested contractors who are both willing and qualified to provide to perform Repair Damaged Seawall, Main Base at CFAS. The Government intends to issue the solicitation as an Invitation for Bid (IFB) in accordance with FAR 14. Please see below summary of work and draft specification and drawing, Attachments (1) - (3). Attachments are available to be download from SAM (https://sam.gov) free of charge. If you are capable of and interested in performing this requirement, please complete and submit Attachment (4) Questions Comments and Market Research: Contractor Information. Please provide any comments/recommendations/questions in this form. The response will be used as market research to help determine the acquisition method utilized by the Government for this requirement. DESCRIPTION OF THE PROPOSED WORK (DRAFT): This is a Design-Bid-Build. The work includes installation of temporary cofferdams for wave breaker by using big sandbags; installation of temporary scaffolds; installation of temporary silt fences; chipping of concrete; crack injection; concrete cross sectional repair; concrete spall repair; repainting of bollards; removal of bollards; and incidental related works, as described on plans and specifications. Related work is defined as temporary work and relevant work which is required to accomplish this project. This work does not include unforeseen site conditions. CLASSIFICATION CODE: PSC: Y1PZ -- Construction of Other Non-Building Facilities NAICS:� 237990 Marin Construction PERFORMANCE PERIOD (DRAFT): The Contractor must be required to complete the entire work, ready for use, not later than 1,302 calendar days, including the mailing period, after the date of Award. The Contractor must complete all the on-site work within 1,122 calendar days. LOCATION OF THE WORK:� CFAS, Japan ANTICIPATED VALUE: IAW FAR 36.204 and DFARS 236.204, the magnitude of construction is between $10,000,000 and $25,000,000 (based on FY22 Budget Rate of USD 1.00 / JPY 106.4531). TENTATIVE DATES FOR ISSUING INVITATIONS, OPENING BIDS, AND COMPLETING CONTRACT PERFORMANCE:� Tentatively the Invitation for Bid (IFB) will be issued on or about 01 April 2022, tentatively bids will be opened on 16 May 2022 or approximately 45 days later, tentatively the period of construction work is 1,302 days after date of award. These dates are subject to change and no updates will be made to this sources sought. STATE WHERE PLANS WILL BE AVAILABLE FOR INSPECTION WITHOUT CHARGE: The IFB including the plans and specifications will be posted on Procurement Integrated Enterprise Environment (PIEE) (https://piee.eb.mil/) and SAM and is available to be downloaded from the website free of charge. SPECIFY A DATE BY WHICH REQUESTS FOR THE INVITATION FOR BIDS SHOULD BE SUBMITTED: The IFB including the plans and specifications will be posted on PIEE and SAM and is available to be downloaded from the website free of charge. STATE WHETHER AWARD IS RESTRICTED TO SMALL BUSINESSES: The IFB will be issued on an unrestricted basis in accordance with FAR 6.1. SPECIFY ANY AMOUNT TO BE CHARGED FOR SOLICITATION DOCUMENTS: The IFB including the plans and specifications will be posted on PIEE and SAM and is available to be downloaded from the website free of charge. BE PUBLICIZED THROUGH THE GOVERNMENTWIDE POINT OF ENTRY IN ACCORDANCE WITH 5.204: The IFB including the plans and specifications will be posted on PIEE and SAM and is available to be downloaded from the website free of charge. SAM: In order to be eligible for any U.S. Government award, a contractor must register in the �System for Award Management� at www.sam.gov and have a valid CAGE code. Interested contractors are encouraged to begin the registration process as soon as possible. PROCUREMENT INTEGRATED ENTERPRISE ENVIRONMENT (PIEE): In order to submit a offer/quotation/bid/proposal through the Solicitation Module in PIEE, you must have an active Proposal Manager role in PIEE at https://piee.eb.mil/. Attachment (5). Interested contractors are encouraged to begin the registration process as soon as possible.
