Description

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.� THIS IS NOT A SOLICITATION OR REQUEST FOR OFFERS.�� The Federal Bureau of Investigation (FBI) intends to award a sole-source,�firm-fixed price contract to: SoftGenetics, LLC, 100 Oakwood Avenue, State College, Pennsylvania, 16803 for a one (1) year license renewal of SoftGenetics GeneMarker High Throughput Sequencing (HTS) Forensic NGS Software.� The FBI's Laboratory Division currently utilizes�GeneMarker�HTS software to sequence mitochondrial DNA (mtDNA) data generated by Next Generation Sequencing (NGS) instruments.� The�GeneMarker�HTS software is a proprietary product only available from�SoftGenetics.� Moreover,�SoftGenetics�is the only authorized vendor to perform software maintenance.� The North American Classification System Code (NAICS) is 511210, Software Publishers.��� In Fiscal Year (FY) 2021, the FBI awarded Purchase Order (PO) Number 15F06721P0003147 to�SoftGenetics, LLC.��� The FBI intends to negotiate with only one (1) vendor under the authority of FAR 6.302-1, [Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements].� Interested parties may identify their interest and capability by responding to this requirement by February 19, 2022, at 11:00 AM, (EST).� Emailed responses will only be considered.� No phone calls.� Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.� Information received will be considered solely for the purpose of whether to conduct a competitive procurement.� A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Government.� No reimbursement for any cost connected with provided capability information will be provided.�
