Description
This is a market survey for the manufacture of Airport Surface Detection Equipment Model-X (ASDE-X) Encoders, NSN 5841-01-516-2869. The purpose of this announcement is to conduct a market Survey to solicit statements of interest and capabilities from interested vendors, in accordance with FAA Acquisition Management System (AMS) Policy 3.2.1.2.1. This market survey will enable the FAA to review responses that are current and will assist with acquisition planning based on current data. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to this market survey. Therefore any cost associated with a market survey submission is solely at the interested vendor�s expense. The North American Industry Classification System (NAICS) codes and size standards for this effort: NAICS ����������� Size Standard 423690 ����������� 250 Employees The ASDE-X is an airport radar system currently in service throughout the National Airspace System (NAS).� In an effort to provide on-going support of this system the FAA is looking to establish a Form, Fit and Function (FFF) supply replacement for its existing Encoder.� The top-to bottom configuration, including the Encoder, is as follows: Slip Ring Assembly or similar (position is fixed) Encoder Encoder to Rotary Joint Adapter Rotary Joint (position is fixed) As the attachment interfaces of both the Slip Ring Assembly (or similar) and the Rotary Joint are fixed, the only fit flexibility is with the Encoder and Encoder to Rotary Joint Adapter.�� The desire is to re-use the existing Encoder to Rotary Joint Adapter as is and establish an FFF source of supply for the Encoder alone.� Physical envelope of the Encoder is detailed in attached drawing ASDE-X Encoder, Rev � and includes the following critical items: Overall collar length Collar I.D. Anti-rotation boss configuration and location Setscrew ring (or similar) to provide proper drive of encoder via Encoder to Rotary Joint Adapter In the event a potential supplier cannot provide an encoder that complies with the physical envelope as detailed in attached drawing ASDE-X Encoder, Rev �, supplier may provide both an encoder and alternate encoder to rotary joint adapter.� Overall length of encoder and encoder to rotary joint adapter shall comply with dimensions noted on attached drawing ASDE-X Encoder, Rev-. �Additionally, all bolt holes of alternate encoder to rotary joint shall comply with those shown on attached drawing ASDE-X Encoder to RJ Adapter. The nature of the competition and procurement method that will be conducted for this requirement has not yet been determined. The FAA will review the responses to this Market Survey and will make acquisition planning decisions based on market survey responses and the FAA�s needs. The FAA may decide to conduct a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses, or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA�s 8(a) Program. The purpose of this market survey is to obtain information that is to be used by the FAA in choosing the method and type of procurement competition to be used to fulfill this requirement. The FAA requires copies of certification letters for interested service-disabled veteran-owned small businesses (SDVOSB) or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA�s 8(a) Program. In order to make this determination the FAA requires the following information from interested vendors in accordance with the attached documents herein: 1. Capability Statement - This document is limited to not more than six (6) pages and must identify: (a) dollar value and type contracts where your firm has provided similar encoder units. (provide dollar value, type of contract, start/completion dates, and customer/end-user information) (b) number of years in business providing the type of product required of this announcement; (c) clearly state whether you can manufacture the encoder as specified in drawings ASDE-X Encoder, Incremental, Rev - and ASDE-X Encoder to Rotary Joint Adapter, Rev. 2. Do you have the ability to manufacture FFF replacement for the Encoder only? 3.� Do you have the ability to manufacture FFF replacement for both the Encoder and Rotary Joint Adapter? All responses to this market survey must be received by 3:00 p.m. CST on February 28, 2022.
