- Introduction:� The U.S. Army Corp of Engineers, Savannah District is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for�development and implemention of�an Integrated Pest Management plan for mosquitoes that are produced in association with USACE dredging operations and to provide all labor and equipment necessary to inspect, ditch and drain the dredged material containment areas managed by USACE-Savannah District in the Savannah Harbor. This announcement is being issued for market research purposes only. The purpose of this announcement is to identify sources capable of performing this requirement and to obtain price, delivery, and other market information, or capabilities to assist with acquisition planning. This announcement does not constitute a commitment by the Government for any follow-on announcements, solicitation, or award.� This is NOT a solicitation; the Government will not pay for any information provided in response to the market survey.� Applicable NAICS code is 561710 with a size standard of $12 Million. Applicable NAICS code is�237990 with a size standard of $39.5 Million. The potential magnitude for this requirement is estimated between $1 Million to $5 Million dollars. Hiscox at Whittni.C.Hiscox@usace.army.mil. The� requested information�should be completed and submitted no later than March 11, 2022 at 03:00 pm. Eastern. This is not a solicitation. This posting is a Sources Sought Notice only. Work may include but not limited to the following: Statement of Work The DMCA Mosquito Control Services Contract provides services, including furnishing personnel, transportation, mobilization and demobilization, equipment and materials required in connection with mosquito control.� The work is located adjacent to the Savannah Harbor in DMCAs 1N and 2A in Chatham County, Georgia and 12A, 13A, 13B, 14A and 14B in Jasper County, South Carolina.� The containment areas vary from several hundred to over a thousand acres, with interiors of dredge sediments consisting of highly saturated soft silty soils interbedded with sand lenses overlying marsh deposits.� The containment areas are sometimes kept water filled in order to meet mitigation requirements but must be drained for exterior dike raisings.� To accelerate drying, dewatering occurs as soon as possible in the chosen areas.� Performance objectives include development and implementation of an Integrated Pest Management (IPM) plan for mosquitoes that are produced in association with the operation of USACE DMCAs, focusing on a plan for�source reduction control measures at the containment sites.� USACE endorses the American Mosquito Control Association�s Best Practices for Integrated Mosquito Management (see Attachment 1 AMCA BMP 2021). �Services include monitoring USACE DMCAs adjacent to the Savannah Harbor for mosquito production, treating mosquito populations affecting disposal sites using IPM strategies, performing physical spoil activities (ditching) as necessary at the DMCAs to reduce sources of mosquitoes, and development and implementation of a Pesticide Discharge Management Plan (PDMP) to minimize pesticide use. IPM will include, but not be limited to, ditching/dewatering strategies utilizing 20� by 20� wide and 12� deep sump pits at 23 weirs; up to 150,000 feet of 12�wide x 10�deep manifold ditches, and up to 50,000 feet of 8� wide x 8� deep finger ditches; and pesticide application covering approximately 5,500 acres.� Work is intermittent due to the saturated condition of the containment areas. Estimated Period of Performance: �One (1) year base, with four (4) yearly options.� Submission Requirements for responses to this Market Survey:� �Interested sources are requested to answer the below information AND the�Market Survey questions and email the completed�information no later than 3:00 P.M.,�March 11, 2022, Eastern Standard Time (EST) to the individuals listed below. �� The information provided will be used within the U.S. Army Corps of Engineers, Savannah District to facilitate decision making and will not be disclosed outside the agency. However, respondents submitting business information pursuant to this sources sought announcement should consult 41 C.F.R. part 105-60 and other implementing regulations concerning the release of such information to third parties under the Freedom of Information Act (FOIA).� All information submitted by respondents that they consider confidential and not releasable to third parties outside of the U.S. Army Corps of Engineers and its employees, agents, consultants, and representatives, must be clearly and conspicuously marked as proprietary. 1.�Company Information: Name, Address, Point of Contact, Phone Number, Email Address, DUNS Number, CAGE Code 2.�Capability statement addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability.� Please state if you have experience in development of an integrated pest management program and performing mosquito control operations. Please provide details as to what work related to this contract (mosquito control, ditching, etc) would be self-performed and what work would be subcontracted.� If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements to include the percentage anticipated to be self-performed by each party. 4.�Provide a list of projects similar to the work described in the Project Description completed as the prime contractor within the past 5 years. Project information should include scope and magnitude (contract value).� Please also specify what type of equipment was used. a.�Contract Number (if any) b.�Project Title c.�Project Amount ($) 5.�Describe any inspection and monitoring for mosquito management and integrated management plan development your firm has performed, including regulatory compliance with the National Pollution Discharge Elimination System (NPDES) and Clean Water Act (CWA) requirements and pesticide applicator certification requirements. 6.�Do you have access to specialized equipment to dig trenches to drain surface waters in highly saturated soft silty soils? Please specify types of equipment to be used. 7.�Do you have access to specialized equipment to apply chemical measures in the control of larvae and adult stages of mosquitoes over large areas up to 5,500 acres?� Please specify types of equipment to be used. 8.�Please provide a market price per linear foot (LF) for estimated quantities of manifold and finger ditches, and per each sump at given dimensions. 9.�Please provide a market price for pesticide application per acre using aerial methods. � 10.�What are your thoughts on the anticipated magnitude range for the project cost?
