Description
Notice of Intent to Sole Source to INFICON for the Inficon Micro GC In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to INFICON for the Inficon Micro GC because it will replace an older Inficon Micro GC in the ReACT lab. Using the same Micro GC systems enables the researchers to maintain consistency in their results since the new system is a updated version of the existing Micro GC and the lab operators have extensive experience working the Inficon brand of Micro GC and understand its capabilities, operation, and performance with the reactor systems. Procuring the Inficon GC would also minimize impact to the existing work as it would allow operators to install and operate the new instrument without having to learn new a software, different calibration techniques, operating procedures, and extraction of data and data formatting for the researchers. This is considered a sole source to INFICON because, to the best of the NETL�s knowledge and based upon market research conducted, INFICON is the only known source that can provide this type of supply. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 4:30pm ES on February 25, 2021. Responses must be submitted in writing to george.lemaster@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
