Description

This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an �other than full and open competition basis with Carter2 Systems, Inc to procure ferret racks and caging units for use by the Virus Ecology Section and Rocky Mountain Vet Branch in ferret viral experiments in the maximum containment laboratory.� . �� Sole Source Justification: This requirement has been determined to be a Follow-On procurement requirement to a previous or initial order, under project ID # 130533 �Carter2 Systems Inc., Beaverton, OR 97007 The initial order was awarded on P.O. # HHSN272201601314P in 2016 for Rocky Mountain Laboratories, This previous ferret caging order has been found to fully meet the needs of the Virus Ecology Section and the Veterinary Branch to house ferrets for experimental purposes. It is imperative to use the same caging units for the safety of our staff and animals. �The previous and initial AMBIS order 1808829 was awarded in 2016 to Carter 2 Systems, Inc. and these racks and cages have been approved for ferrets infectious work in the Maximum Containment Laboratory at Rocky Mountain Laboratories. We are seeking to procure new ferret caging based on follow-on procurement procedures to stay with the current manufacturer and units, both for consistency, safety among staff and animal and to avoid loss of time in streamlining the guidelines for a new provider, as caging requires updates before being usable in the Maximum Containment Laboratory. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented �by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2112300 to Diana Rohlman, �diana.rohlman@nih.gov by 8:00 am (EST) eastern standard time, February 17, 2022. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this �requirement based upon responses to this notice, is solely within the discretion of the Government. �
