Description
The Air Force Nuclear Weapons Center (AFNWC) at Kirtland AFB intends to issue a sole source contract under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to: Battelle Memorial Institute 505 King Avenue Columbus OH 43201-2696 Cage code: 79986 AFNWC intends to award contract for the acquisition of two STMS units in the same overall configuration of those currently fielded in Europe. The anticipated effort will be a new hybrid contract which will include Firm-Fixed Price (FFP) for Direct Labor supporting system configuration, Cost-Plus-Fixed-Fee (CPFF) for installation activities in Europe, and Cost Reimbursable (CR) for travel and materials. The STMS system consists of the structural truck box platform with lighting, power, and an environmental control system for use as a mobile maintenance facility, with a hoist and rail system for moving weapons into, out of, and inside the trailer, and handling fixtures to hold a weapon during maintenance. The existing STMS provides a transportable weapons maintenance platform that can be parked inside a Protective Aircraft Structure (PAS) and is equipped with security features while weapons maintenance is taking place. Battelle will: 1) construct two STMS units using the same configuration as the existing STMS with only minor modifications, 2) perform requirements verification audits on the STMS with government personnel observing, to verify the STMS meets design specifications, 3) deliver the two production units to an agreed upon overseas shipping facility as final delivery no later than end of calendar year 2023, and 4) provide a written plan with step by step procedures describing how to retrofit currently fielded systems to meet updated design specifications and requirements. Award is subject to approval of the Sole Source Justification. This notice of intent is not a request for competitive proposals or quotations; however, an interested party may submit a statement of capabilities if they believe they can meet the above requirement. The statement of capabilities must be submitted in writing and contain sufficient detail to allow the Government to determine if the party can provide the requirement. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government. All responses must be received within 15 days from the date of publication of this synopsis. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days of this notice, an award will be made to Battelle Memorial Institute. The NAICS Code/Size is 336999/1,000.
