- ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, Great Lakes Environmental Research Laboratory (GLERL) intends to negotiation, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Moran Iron Works Inc., to remove and install 2 new marine engines on the NOAA vessel RV5501. To be completed at the vendor�s facility in Onaway, MI. ***The sole source determination is based on the National Oceanic and Atmospheric Administration (NOAA) requirement that Moran is the only vendor that is able to perform this service within the required timeframe. This vessel is currently slated for field work beginning 1June 2022. It is scheduled to perform at a minimum 8 cruises this summer, in Lake�s Michigan, Superior and Huron. It is mission critical that we get this vessel operational at the earliest possible date, as our field season is our limited time to conduct scientific research on the Great Lakes (April � October). It is currently located at Moran Iron Works property in a makeshift cradle. The vessel is not seaworthy which is why it was removed from the water in 2021 under urgent and compelling circumstances. �Moran Iron Works has the ability, necessary equipment and skilled labor to perform this type of work. The vessel is also not easily removed from its current location. They are the only vendor that can work on this vessel at their location. The mission is in a very narrow window right now of meeting our 1 Jun 2022 launch date (having all work completed). This delay, along with the fact that the vessel would have to be moved, would basically make this vessel inoperative for our 2022 field season, by the time the work is completed, and is not acceptable. Installation is required to be completed no later than June 1, 2022. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
