- United States Department of the Army U.S. Corps of Engineering Detroit Area Office Electrical Utility Services The United States Army Corps of Engineers (USACE), Detroit District Contracting Office, 477 Michigan Avenue, Detroit, Michigan 48226, requires the acquisition of Electrical Supply Utilities. The Contractor shall provide electrical supply to the Government facility at 6309 W. Jefferson Ave. Detroit, MI 48209 Building 401, 6309 W. Jefferson Ave. Detroit, MI 48209 Building 403, 6309 W. Jefferson Ave. Detroit, MI 48209 Building 404, 6309 W. Jefferson Ave. Detroit, MI 48209 Building 405, 6309 W. Jefferson Ave. Detroit, MI 48209 Building 407, 6309 W. Jefferson Ave. Detroit, MI 48209 Building 412,6309 W. Jefferson Ave. Detroit, MI 48209 West gate� permanent electric service in a manner and form that is consistent with (1) all applicable laws, regulations, permits, and electric codes, and (2) the facility's service requirements.� The Detroit District intends to sole source the acquisition for this electrical utility services under the authority of FAR 6.302-1(a)(2). FAR 41.204 (c)(1) specifies that any Federal agency having a requirement for utility services within an area covered by an areawide contract shall acquire services under that areawide contract unless it falls under an exemption. The Government believes that none of the listed exemptions apply. This action is anticipated to be awarded as a of a firm-fixed price task order with DTE Energy Company, a public utility corporation, under General Service Administration (GSA) areawide public utility contract 47PA0418D0032 for the continuation of electrical utility services. The government projects award for 31 March 2022, and Civil Works Revolving no year funds will be used. This notice of intent is not a request for competitive proposals. The government is not obligated to, and will not pay for, any information received from potential sources as a result of this notice of intent. The Government intends to procure electrical utility services on a sole source basis. This Notice of intent is hereby published in accordance with FAR 5.203.All interested parties who feel they have the capability to provide a product that can meet required specifications and who feel that an exemption under FAR 41.204 (c)(1) applies, must explain the exemption they feel applies in writing and submit it with a capability statement no later than 2:00 P.M., Eastern Standard Time on 1 March 2022. Your response must demonstrate your firm's and products capabilities and experience. All submittals will be considered by the Government and will be evaluated solely for the purpose of determining whether or not to meet the Government�s need on a competitive basis. A determination by the Government not to compete this proposed effort with full and open competition, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No request for proposal (RFP) will be issued based upon this Notice of Intent.
