- 36C25022Q0329 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Immunohistochemical Stainer The Cleveland Department of Veteran Affairs Medical Center, 10701 East Blvd Cleveland, OH 44106 intends to solicit and negotiate with only one source under the authority of FAR 13.1061(b)(1)-Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The NAICS code is 334516 with a small business size standard of 1000. The VA intends to solicit and negotiate with Roche Diagnostics Corporation 9115 Hague Rd, Indianapolis, IN 46256 USA. P&LMS requires two new Immunohistochemistry Stainers to provide this specialty service for diagnosis of patient tissue tumors. The Histology laboratory currently utilizes Roche s Ventana system. These are in addition to the aging, current Ventana Benchmark Ultra Stainers in use. To meet the needs of the section, the additional stainer(s) Shall provide the following functions: Shall Have random access capabilities to improve turnaround time at least 90 slides per 8-hour shift. Shall provide deparaffinization of slides online as part of the staining process. Shall provide for independent processing, functionality, and temperature control for each slide position of the stainer. Shall be able to perform a variety of staining methods such as IHC, ISH, SISH, Immunofluorescence (FITC), multiparameter staining (dual and triple stains) simultaneously Shall be able to perform testing with specific FDA approved antibodies Shall have software capable of maintaining logs of inventory, staining runs, and instrument maintenance. Shall be able to add/change bulk solutions without process interruption. Provide training both onsite and in-depth training offsite. Other persons may identify their interest and capability to respond to this requirement by Thursday February 17, 2022 at 12pm EST. Such capabilities information will be used solely for the purpose of determining whether to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
