- THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The Naval Supply Systems Command NAVSUP Fleet Logistics Center FLC Norfolk Contracting Department, Philadelphia Office intends to solicit on behalf of the Naval Criminal Investigative Service NCIS authorized resellers of Elasticsearch Federal Inc. CAGE: 6YE83 on a sole source (brand name) basis. The proposed acquisition is to acquire Elasticsearch Software Subscription License Renewals which are manufactured by and proprietary to Elasticsearch Federal Inc. The sole source (brand name) rationale is as follows: Elasticsearch is a real time, distributed storage, search, and analytics engine. Elasticsearch is a Non-Relational Structure Queried Language (NoSQL) database that is based on the Lucene search engine. The features that make Elasticsearch unique from any other product on the marketplace are as follows: Search Flexibility: Elasticsearch allows users to perform and combine many type of searches, structured, unstructured, geo, metric. Analyzing Data: Elasticsearch allows users to analyze at scale to match their query. Elasticsearch aggregations allows users to zoom out to explore trends and patterns in the data. Rapid Results: Elasticsearch provides users with instant results through its powerful design which provides inverted indices with finite state transducers for full text querying, BKD trees for storing numeric and geo data, and a column store for analytics. Expansion: Elasticsearch is scalable to handle growth and additional capacity as the amount of data being processed increases; and Compliance: Elasticsearch is an approved product in the Department of the Navy (DoN) Application and Database Management System (DADMS). In addition to the aforementioned features that make Elasticsearch unique from any other product on the marketplace, it also provides the following benefits: Elasticsearch works in both near real time and with historical data; Elasticsearch is highly customizable and has the ability to integrate multiple application programming interfaces; Elasticsearch allows user to select what data is relevant for archiving and how to index the data which allows for quicker access and better use of storage The North American Industry Classification System (NAICS) code is 511210 and the Small Business Standard is 41.5M. It is anticipated that the resultant solicitation will be issued to Elasticsearch Authorized resellers on a brand name basis in accordance with FAR 13.501(a), with the intent to award a firm fixed price (FFP) contract. This notice is in response to the Request for Information (RFI) notice N0018922QZ051. It is anticipated that solicitation N0018922QZ051 for this requirement will be posted on 17 February 2022 to the Navy Electronic Commerce Online (NECO) website and the BETA SAM website . The closing date will be established in the solicitation. Paper copies, faxed copies, or email copies of the solicitation will not be provided. Interested parties are responsible for monitoring the aforementioned website for the posting of the solicitation and any amendments thereto. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. The Government will neither award a contract nor pay for information in response to this notice. Contractor must be registered in the System for Award Management (SAM) website (www.sam.gov) in order to be considered for award. Any responses to this synopsis should be sent to the attention of John Charambura at john.n.charambura.civ@us.navy.mil, these responses shall be received no later than 12:00 PM EST on 17 February 2022.
