- THIS IS A SOURCES SOUGHT NOTICE ONLY. This is NOT a Request for Proposal or Invitation for Bid; this is for Market Research purposes only, to assist the Puerto Rico Army National Guard to gain knowledge of potential Construction Contractors. This sources sought is unrestricted, all interested parties should respond. The Puerto Rico Army National Guard anticipates a solicitation and award of a contract for non-personal construction services to construct a National Guard Readiness Center at Camp Santiago Joint Training Center, Salinas, Puerto Rico. This Sources Sought notice is to determine if there are an adequate number of qualified, interested businesses capable of responding to this requirement. The scope of this project includes the construction of a new National Guard Readiness Center at Camp Santiago Joint Training Center (CSJTC), Puerto Rico. The facility will consist of approximately 81,141 square feet that will include training bays, classrooms, unheated storage, operations and office spaces. This project will result in a consolidated facility to better address and meet the day-to-day needs and activities of the 770 Transportation Company and HHC Units of the Puerto Rico Army National Guard (PR ARNG). The Readiness Center and Garrison Command Center will provide necessary administrative, training and storage areas required to achieve proficiency in required training tasks. The construction of this project is part of the Army Campaign Plan for modernization of facilities in order to increase and improve the training for Soldiers. Construction is to be LEED Silver certified and in accordance National Environmental Policy Act (NEPA). The magnitude of this project is between $25,000,000 and $100,000,000. The North American Industry�Classification System (NAICS) code for this work is 236220. The small business size standard is $39,500,000 average annual revenue for the previous five (5) years. In accordance with FAR 19.5,�Set-Asides for Small Business, the Government will review the information requested in this�announcement to determine the type of set-aside (if any) for this requirement. SUBMISSION REQUIREMENTS: All interested concerns will provide this office, in writing, a notice stating�their positive intent to submit a proposal as a prime contractor no later than 1 March 2022. This�notification, which shall not exceed five (5) typewritten pages, must include: (1) positive statement of�intent to submit a proposal as a prime contractor, (2) a completed and signed Sources Sought Information�Request Form (see attachment to this Sources Sought Notice), and (3) a listing of projects completed�during the past five (5) years both for government and private industry, relevant to new building�construction. The name/type of project, description, dollar value, contact number, location, and point of�contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the�name and point of contact for the prime contractor. (4) A brief outline of resources, subcontractors, and�key personnel that would be used to accomplish the contract. IMPORTANT NOTICE: All contractors proposing on Department of Defense solicitations must be registered in the System for Award Management (SAM) database prior to award of the contract. The purpose of this database is to provide basic business information and capabilities to the Government. The SAM website can be accessed at www.sam.gov. You are encouraged to register as soon as possible. All new contracts can only be made to contractors who are registered in SAM, with an active registration. This Sources Sought Notice is one facet in the overall market research conducted by the Government in regards to whether the proposed solicitation will be issued as a competitive set-aside or full and open - unrestricted. Note: This Sources Sought Notice is issued for informational and planning purposes only. Responses will not be returned. The information will be used to conduct market research to identify qualified, experienced, and interested potential sources and commercial practices in support of the government's requirements. Respondents will not be notified of the results of the evaluation. The Government does not intend to award a contract based on responses received under this announcement. Contact with Government personnel, other than those specified in the sources sought, by potential offerors or their employees regarding this requirement is not permitted. This is not a request for proposal. It is not to be construed as a formal solicitation or an obligation on the part of the government to acquire any products, construction, or services. The information requested by this Sources Sought will be used within the Puerto Rico Army National Guard Contracting Office to facilitate decision making and will not be disclosed outside the Federal Government. Any information provided to the government is strictly voluntary and will be provided at no cost to the government. The Government reserves the right to decide whether or not a small business set aside is appropriate based on responses to this notice.
