- THIS IS A SOURCES SOUGHT NOTICE ONLY Solicitation: 36C25222B0022 Project: 556-20-013 Renovate Building 134 CLC 3A/C Place of Performance: Captain James A. Lovell FHCC 3001 Green Bay Road North Chicago IL 60064 PART 1 - General Description: The purpose of this notice is to obtain information on Service-Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), Women Owned Small Businesses (WOSB), 8(a), HUBZone, and Small Businesses (SB) interests, capabilities, and qualifications to determine if a set-aside is appropriate. Responses to this Sources Sought announcement will be used by the Government to make appropriate acquisition decisions. Proposals are NOT being requested or accepted at this time. The Department of Veterans Affairs, Great Lakes Acquisition Center, requests letters of interest from SDVOSB, VOSB, WOSB, 8(a), HUBZone, and SB CONSTRUCTION CONTRACTORS interested in performing construction work at the Captain James A. Lovell FHCC, 3001 Green Bay Road, North Chicago IL 60064 This project will use NAICS Code: 236220 General Construction with a small-business size limit of $39.5 Million. The magnitude of construction for this work is between $5,000,000 and $10,000,000. PART 2 - SCOPE OF WORK OVERVIEW: The intent of this project is to demolish Building 134, A-wing and renovate Building 3, A-wing, and C-wing of the CLC (Community Living Center) at the Captain James A. Lovell Federal Health Care Facility in North Chicago, Il. When completed, this updated CLC will serve elderly veterans who require round-the-clock care and end-of-life care. It will expand current CLC facilities by adding 12 additional beds, as well as accompanying utility, administrative, and public spaces. This renovation is a critical step in the continuation of FHCC s ability to provide state-of-the-art care for veterans at all stages of life. Contractor shall provide all tools, materials, labor, quality assurance, and supervision for renovations resulting in a complete, compliant, and fully-functional project, including erection of temporary enclosures preventing the release of dust outside of the work area, selective demolition, metal studs, gypsum wall board, paint, ceilings, and flooring, electrical power and light, a new HVAC system serving this space, modifications to the fire protection system, telecom cabling, fire alarm, and other work to affect a complete turn-key space supporting described clinical function(s) and equipment. PART 3 - PERIOD OF PERFORMANCE: Complete all work including submittals, reviews, quality assurance, and closeout no later than 175 calendar-days from the Notice to Proceed (NTP) as shown below. This project is knowingly on a tight schedule; contractor must plan accordingly to maintain the contractual period of performance. This schedule includes submittals, submittal reviews, material lead-time, installation, standard testing, testing and balancing, owner, and AE punchlist inspections and contract corrective action, and standard closeout. PART 4 - Interested sources shall submit the following: Company name, address, point of contact, phone number, DUNS number, and business status. Indicate the primary nature of your business, any teaming agreements or arrangements, self- performance, and intentions of subcontracting program, including set-asides. Documentation relating to capability of performance. Provide two (2) examples of projects similar in scope, complexity, and cost magnitude of project description above. Letter from the surety regarding the maximum bonding capability for a single contract action as well as the total aggregate bonding capacity. Total submittal shall be no longer than (6) six pages in one .pdf file or word document. Responses are required to be sent via email to Kristi.Kluck3@va.gov and Hudell.Ballen@va.gov on Tuesday, February 22, 2022 no later than 4:30 pm CST. THIS IS NOT A REQUEST FOR PROPOSALS. It is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition.
