- The purpose of this Amendment 36C24122Q0196 A0004 is to answer contractor questions, schedule a site visit and extend the date in which quotes are due. Questions and Answers: Currently what are the calendar months for the Annual and Quarterly inspections? Annuals completed 2 weeks consecutively in February. Sprinkler semi-annuals March and September / sprinkler quarterly s March-June-Sept-December Please provide copies of last year s inspection reports. Attached (P4.) Line 6 of the inventory states there are 50 Smoke Detectors, but no quantity of heat detectors is given. Please provide quantity of 1) restorable and 2) non-restorable Heat Detectors. The 50 smokes state local smoke detectors, these are detectors not tied into the fire alarm panel. At this time there are no non-restorable heat detectors on site. The number of all detectors tied in to the FACP are combined in with the devices total in section B #8 (P12.) Requires cleaning of Smoke detectors and Sprinkler Heads. Provide a Quantity of Sprinkler Heads and a Frequency of cleaning for each (e.g. every 3 or 5 years). 35 thousand heads, 6% per contract year to be cleaned. (P18./Inventory) Confirm there are 22 Wet and 15 Dry systems? This is accurate. (P22.) Is the Building Reports or other barcode system currently in use at these sites? What software is VAMC currently using that we must be compatible with? Is this Excel mentioned in paragraph 23? There is no bar coding system being used, to include building reports. And yes is accurate, although providing a sample of what reporting system contractors request to use will be considered and a mutual agreement can be made. (P24.) Please clarify what is meant by These costs shall be included in the contract price. Does this mean the contractor must do all repairs free of charge OR Extinguisher maintenance and fusible links shall be included? Extinguisher maintenance and fusible links shall be included. Deficiencies/ repairs shall be quoted out, and at CORs discretion shall be approved / dis- approved, any agreed upon work shall come out of the repair line funding. Please provide repair history (# calls and annual cost) for the last 3 years. Previous contract is attached and a site visit is scheduled. (P28/29.) What years are the 5-year Sprinkler Obstruction and FDC Hydro due? To calculate 5-year internal cost how many sprinkler risers are there in the 22 buildings? Sprinkler obstruction 2022 / FDC hydro s 2025 (P30.) What year is the 6-year Damper Inspection due? 2022 Provide the Manufacturer and Model of the suppression systems in the kitchen and HazMat Storage area. A site visit is scheduled The PWS states the contractor is responsible for fire extinguisher Annuals and Replacements. It does not address if 5 & 12 year inspections should be included. Also, the sizes of the 340 extinguishers are not mentioned. All 6 and 12 years included. A site visit is suggested. Every large company (e.g. Johnson Controls) that offers All-Inclusive repair plans, excludes sprinkler systems because pipe can look fine on external visual inspection but be completely rotted out internally. Is it acceptable for sprinkler to be excluded, if an All-Inclusive repair plan is desired, or is it the VA s intent to include sprinkler in free repairs? Repairs if required, will be done on the repair line of the contract . The 5 year sprinkler internal obstruction will be included on its own line item as called out already. A Site Visit is scheduled for 2/24/22 at 11:00am EST. Interested parties shall RSVP no later than 2/22/22. The site visit will be held at Central Western Massachusetts VAMC, 421 North Main Street, Leeds, MA 01053. Meet at Building 1 upon arrival. Quotes shall be submitted no later than 2/28/2022 at 11:00am EST. No other details and terms have changed.
