Description
Project #: 657A5-21-105, Upgrade Campus Electrical Grid Project Scope of Work: Project will replace medium voltage wire between main service entrance to building 8 including branches to building 42, 43, and 15 with focus on feeder #1. The project will utilize existing conduit and provide all necessary medium voltage splices and termination. (note that existing contract will provide new connection to building 42) Project will consider phasing and work necessary to provide Medical Center operation. (Field Work will be planned for between 7 PM and 4 AM). We have included contractor provided lighting as part of cost estimate. A. Site Development Site development of the existing underground electrical duct bank system has been drawn. New work crossing road is also included. B. Architectural Not required. C. Fire Protection Not required. D. Interior Design Not required. E. Structural Not required. F. Plumbing Not required. H. HVAC Not required. I. Electrical Note that Manholes are full of water which is covering most cables. The manholes will need to be pumped dry and kept dry during the work. Also, work will need to use special safety measures for confined space and high voltage electrical work. The project first removes the Medium Voltage Feeder #1. Current feeder #1 starts at the main medium voltage switchgear which goes to MH 1AA, then to MH 2AA (this also feeds B15), then to MH 3AA, then MH 4AA. Connect to new Feeder #1 provided by current contract at MH 4AA. Current contract will provide new Feeder #1 from MH 4AA through MH 4A and MH 4B to MH 4BB and also providing a new Feed into Building 42. Feeder #1 from MH 4A to Building 43 is part of this contract. (see note below about a current contract) Continue providing new Feeder #1 from MH 4BB to MH 8, and then B8. There is a current project for B42 which will remove the old feeder between MH 4AA, MH 4BB and the connection to B42. A new feeder in an existing contract will be installed between B42 and MH 4BB which replaces the existing #1 feeder to the building but will now come from MH 4BB. At MH 4BB this project will need to connect to this new work at MH 4BB. 3AA, m The new work to be done by this project will start at the main medium voltage switchgear with new feeder first to MH 1AA. At this point the feeder will bypass MH 2AA and section of feed to MH 3AA. New manholes have been installed on the other side of the road and will be labeled MH X1, MH X2, and MH X3. Manhole X2 has conduit to feed B15. At MH X3 a new conduit will need to be installed across the road to MH 3AA. This will require two 4-inch conduits (new feeder and space) encased in concrete. Saw cut exiting road, provide conduits incased in concrete, provide fill as needed, and repair existing concrete road with new concrete. Phase work to minimize road closure. From MH 3AA to MH 4AA, then MH 4A (this feeds B43 that is part of this contract), then MH 4B (Note discussion above about B42), then MH 4BB (new connection to B42), then MH 8, and then B8 switch. There is a current project for B42 so this contract will provide connection at MH 4B. All work will be in existing conduit except for new conduit under road noted above. All cable will be medium voltage 15KV class 2/0 three-phase single conductor 133% insulation level copper. Also, provide #1 grounding conductor. Note that 2/0 cable can carry almost 5 MW which far exceeds all the connected transformers. Note that VA specification is as follows: Cable type abbreviation, XLP, XLPE, or TR-XLPE: cross-linked polyethylene insulation shall be thermosetting, light and heat stabilized, and chemically cross-linked. . Typically, if not specified the lowest cost cable is XLP or XLPE. TR-XLPE is typically more expensive but may be better for this application with water in manholes although standard XLP is designed for below ground wet locations. We may bid both types to see what difference in cost. This may be the deduct alternate. Label manholes and transformers as part of contract (requested by electrical staff) J. Equipment Not required. K. Steam Generation Not required. L. Steam Distribution Not required. M. Solid Waste Disposal System Not required. N. Automatic Transport Not required. O. Asbestos Abatement Asbestos, Lead, and Mold Review shows no issues. P. Space Planning Not required. Q. Critical Path Method (CPM) Not required. R. Estimating A cost estimate has been included with this submittal. Issues to be resolved: None MAGNITUDE OF THE PROJECT: Between $500,000.00 and $1,000,000.00 FBO NCO15 MATOC SUBCONTRACTING SPECIAL NOTICE THIS INFORMATION IS POSTED FOR SUBCONTRACTING OPPORTUNITIES ONLY. PROPOSALS WILL NOT BE CONSIDERED FROM ANY FIRMS OTHER THAN THE FIVE (5) PREVIOUSLY SELECTED NCO15 ELECTRICAL MATOC CONTRACTORS ONLY.  NO SOLICITATION DOCUMENT WILL BE POSTED FOR THIS REQUIREMENT. THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY.  THEREFORE, FAR 5.203 DOES NOT APPLY.  IDIQ TASK ORDER WILL BE ISSUED FOR THE PROJECT NUMBER 657A5-21-105, UPGRADE CAMPUS ELECTRICAL GRID AT THE MARION VAMC.
