REMEDIAL ACTION AND MONOFILL CONSTRUCTION Umiat AFS Formerly Used Defense Site (F10AK0243) Sources Sought THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR PLANNING PURPOSES ONLY. �THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT ANNOUNCEMENT. � The U.S. Army Corps of Engineers Alaska District is conducting market research to facilitate a determination of acquisition strategy. �The determination of acquisition strategy for this acquisition lies solely with the government and will be based on this market research and information available to the government from other sources. �This market research is being conducted in order to identify firms with the capabilities to perform the following requirement: � The Alaska District is contemplating a Single Award Indefinite Delivery Indefinite Quantity contract with capacity of approximately $97 Million to perform removal of the landfill from its current location, a combination of on-site treatment/disposal and offsite disposal, and solid waste monofill construction at the Umiat Air Force Station Formerly Used Defense Site (FUDS) located at Umiat, Alaska. Work will be issued as individual task orders and all task orders combined will not exceed the $97 Million contract threshold. The Umiat Landfill project addresses impacts associated with the approximately 8-acre Umiat AFS landfill located about one-half mile east of the Umiat AFS cantonment facilities, within a seasonal slough of the Colville River. The Umiat Landfill is located in an intermittently flooded side drainage channel of the Colville River, a short distance east of the main Umiat facilities and runway. Records indicate the landfill was created during a 1973 site-wide demolition and cleanup effort by the Navy in which 409 tons of junk equipment and scrap metal and approximately 86,600 crushed drums were reportedly buried in stable areas of the flood plain. The general objectives of the scope of work are to design and implement the legal remedy identified by the Decision Document signed pursuant to the Defense Environmental Restoration Program. The remedy includes excavation of the existing landfill; ice road design and construction; construction of a new gravel pad and road; identification, treatment, and removal of contaminants as outlined in the decision document and supporting documents; and transportation and disposal of the contaminated material to a licensed facility outside of Alaska. All uncontaminated (solid) waste will be replaced on site in a monofill consistent with applicable federal and state regulations.� The eight acre landfill includes six distinct debris cells. Based on geophysical surveys, the estimated depth of the buried debris ranges from 4 to 17 feet below ground surface, with an average depth of 14.5 feet. The estimated volume of debris is approximately 100,000 cubic yards. The landfill contains junk equipment, crane parts, scrap metal, and crushed steel drums. Buried debris is known to include contaminant sources such as lead-acid batteries and transformers. The landfill is suspected to contain drums and other containers with unknown contents that may have leaked and contaminated the underlying soils.� The applicable North American Industry Classification System (NAICS) code is 562910, Environmental Remediation Services and the related small business size standard is 750 employees. �THIS IS A SOURCES SOUGHT FOR QUALIFIED PRIME CONTRACTOR FIRMS ONLY. �All interested firms are encouraged to respond to this announcement no later than 24 March 2022, 2:00 PM AST, by submitting all requested documentation listed below by email to: �Kimberly Tripp at Kimberly.D.Tripp@usace.army.mil �� � Interested firms should submit a capabilities package (not exceeding 5 pages) demonstrating the ability to perform work listed above. �Packages should include the following information:� 1.�� �Firm overview to include business name, address, email point of contact and business size under NAICS 562910, Environmental Remediation Services. 2.�� �Statement of firm capabilities. 3.�� �Demonstration of the firm's experience as a prime contractor on projects of similar size, type and complexity within the past five (5) years. �List actual environmental remediation projects completed and include project title and location, a brief description of the project, dollar amount of the project and work that was self-performed. 4.�� �The firm�s intent to submit a proposal on the subject acquisition. Responsible sources demonstrating relevant experience and the capabilities to perform the work will be considered. �Prospective contractors must be registered in the System for Award Management (SAM) to be eligible for a contract award. �Information on SAM can be obtained via the Internet at http://www.sam.gov.�
