Description
This request for information (RFI) is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. This notice is published to conduct market research to determine if there is a sufficient number of certified Service-Disabled Veteran Owned Small Businesses (SDVOSB) and/or Veteran Owned Small Businesses (VOSB), capable of performing the requirements to warrant a socio-economic set-aside or full & open competition. It is strongly recommended that interested parties register in the US Department of Veterans Affairs Vet Biz database and the Small Business Administration (SBA) database. Registration may be accomplished at http://www.vip.vetbiz.gov/ and www.sba.gov/, respectively. Interested parties responding to this RFI shall submit the following information at a minimum: (1) company name and address, point of contact with phone number, and DUNS number; (2) documentation relating to capability of performance (3) intentions of subcontracting program to include set-asides if any; (4) proof of registration in the VA Vet Biz or SBA websites or intention of registration prior to submission of offers to a solicitation; (5) If you are a distributor a statement from the manufacturer that your company is an authorized distributor; (6) a statement to inform the government if you are a manufacturer or distributor; (7) any information regarding FSS Schedule availability; (8) SAM Registration (9) any other pertinent company documentation. It is requested that responses include a rough estimate of pricing for completion of the requirements identified below: Responses are due by February 28, 2022 at 1:00pm MST. It is anticipated that a solicitation may be issued in March, 2022. If issued, award of a subsequent contract is contemplated by March, 2022. EMAIL INFORMATION TO: robert.bruce1@va.gov. Electronic submissions are acceptable robert.bruce1@va.gov, and are highly preferred. NO ADDITIONAL INFORMATION IS AVAILABLE OTHER THAN WHAT IS NOTED HEREIN. ALL FIRMS ARE INSTRUCTED NOT TO CALL THE INDIVIDUAL VA MEDICAL CENTERS REQUESTING MORE INFORMATION. Procurement Objective: Replace the Parking Garage Counter System at the Phoenix VAHCS. Scope of Work/Requirements: Contractor will remove and dispose of the existing Parking Garage Counter System and replace it with a new one that is preferably made in the United States. Consideration should be given to readily available parts and labor to support rapidly address any downtime issues during the life cycle of the installed system. Contractor will completely remove the necessary existing parking counter system components and replace with an entirely new system. This will include the master controller, counter modules, and LED displays. The existing low voltage cabling, ground loop sensors, and signs will be reused. The signs will be modified to fit the new LED displays. Contractor will work with VA personnel to load the system software onto the designated VA networked PC and will help configure as necessary. This will include assistance from a manufacturing engineer or representative to ensure the PC is properly programmed and configured. Contractor will train designated VA representative(s) on how to navigate and maintain the system. Hazardous Material Assessment: No hazardous materials are expected to be encountered during the project. If the presence of hazardous materials is suspected, notify the Contracting Officer s Technical Representative immediately for assistance. Underground Utility Locations: Locating underground utilities is not required for this project. Commissioning: Systems commissioning is required. Phasing and Impacts: The contractor will need to coordinate with the Contracting Officer s Representative (COR) to schedule installation of the new system. SPECIAL & TECHNICAL REQUIREMENTS: Contractor is responsible to supply all labor Contractor will supply all parts and materials to complete the project Contractor is responsible for all subcontractors required to complete the project Technician will need to be factory certified. Real-time car counting, intelligent sign control and reporting software Uses occupancy conditions to redirect motorists to alternate parking with smart LED wayfinding signs Needs to be service driven with nonrevenue-controlled parking Capable of delivering accurate counts even when tailgating occurs Compatible with new and existing 3rd party loop detection equipment Supported by a trained network of providers and an engineering team in the United States Adjust counts and capacities within a zone or system Assign common names to entrances, exits and transition points to simplify reporting, maintenance, and troubleshooting Notifications and Diagnostics Schedule count maintenance by zone Send email alerts when atypical system activity occurs Reporting Functionality Customized reports Monitor garage usage Analyze trends and turnover Develop predictive analysis Reconcile revenue for theft prevention Export data as a .csv file Needs to scalable and reconfigurable in the field for future expansion functionality. Information Security and Privacy Considerations: During contract performance, Contractor may require access to VA facility and equipment. Contractor will not require access to VHA information systems or sensitive data. Services provided under this project will not require the connection of Contractor provided software or hardware to any VA computer or network. The Contractor, their personnel, and their subcontractors shall be subject to the Federal laws, regulations, standards, and VA Directives and Handbooks regarding information protection, patient privacy, and information system security. In accordance with VA Privacy Training Policy for Personnel without Access to VA Computer Systems or VA Sensitive Information, the VA TMS training course (VA20939) and must be completed annually by all contract personal performing services at VA facilities two or more consecutive days. Training can be completed at https://www.tms.va.gov/secureauth35/. Certification of training must be provided to the designated COR upon request.
