Description: The Google Cloud Platform (GCP) provides NASS the opportunity to build early season predictive Cropland Data Layer�s (P-CDL�s) which is a FY22 NASS IMAGES project top ten agency priority project, as well as research crop emergence, analyze and host Planet high-resolution satellite imagery, assess agriculture disasters, research land cover classifiers, and build Cropland Data Layers (CDL) for purposes of acreage estimation. � Additionally, USDA/FAS will be providing NASS 2022 Planet collections and NASS will use the GCP to store and analyze the Planet data from the prior season collections of 2021 and upcoming 2022 collections. �The Planet data collections are expected to exceed 65 Terabytes within the GCP contract provision of 100 Terabytes. �The Planet collection ingress into GCP will assist with agricultural monitoring of acreage, yield, crop condition and assessment for the 2022 growing season. � � The P-CDL layers are derived by NASS for research purposes to predict prospective plantings for the IMAGES program, a NASS top 10 initiative. �No other geospatial applications can perform these functions and features provided by GCP with the accuracy, timeliness, and functionality required to produce both the CDL and P-CDL products. �The required functionality includes processing of satellite imagery and ground reference datasets to perform supervised image classifications (i.e., CDL & P-CDL) for purposes of deriving acreage estimates. Period of Performance: �12 Months from Date of Award Current market research indicates that NT Concepts (Incumbent) is the sole provider of Google Cloud Platform licenses. NT Concepts is the sole authorized US reseller, GSA Schedule holder, distributer, and VAR of these products. Additionally, to date, no other known geospatial or imagery cloud provider delivers, curates, and provides free and open access to Earth observation collections from Sentinel-1, Sentinel-2, Landsat 7, 8, and 9 satellites. �This benefits NASS to alleviate downloading each of these satellites� collections over the continental US and puts the imagery adjacent to the data, removing burdensome continental imagery downloads to the Agency; therefore, the following circumstance justifies limiting the source under FAR 6.304 Open Market Acquisitions, FAR 8.405-6 �Federal Supply Schedules, and FAR 13.106-3 Simplified Acquisition Procedures: Only one source is capable of providing the supplies or services required at the level of quality required. Anticipated Date of Award: ASAP NOTE:�Vendor must be an authorized reseller of the specific Google Cloud Platforms - Google Earth Engine. Submission Instructions: Vendors are invited to submit a response to this notice of intent to sole source notification by 5:00 PM EST on February 25, 2022, to the attention of Mr. David Tibbs, Contract Specialist, david.tibbs@usda.gov. �All questions asked shall be submitted in writing to the Primary Point of Contract and will be addressed accordingly. Responses should be no more than 10 pages and include the following information: Organization Name; Contact Name, e-mail address and phone number; Organizations DUNS number; Business size status for the applicable NAICS code; A statement of capability to perform details of the requirement; Confirmation of authorized reseller status for applicable Google Cloud Platform � Google Earth Engine. Interested vendors are instructed to provide only the data requested. No proprietary classified confidential or sensitive information should be included in your response. The Government reserves the right to use any nonproprietary technical information in any resultant solicitation(s). Any additional information will not be reviewed by the USDA. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Vendors that believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. �
