- This synopsis is hereby issued in accordance with FAR Part 5.201. The purpose of this synopsis is to announce the Department of the Navy, Naval Information Warfare Center (NIWC) Pacific's intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to Ausgar Technologies, Inc. CAGE 3NZA9, San Diego, CA 92131. The requirement is for technical services to support obtaining Approval to Operate (ATO) of the NIWC Pacific Situational Awareness and Navigation Device (SAND) buoy system through NAVSEA Risk Management Framework (RMF) Assess Only. Period of performance is for four months after contract award with two 7-week options. Services requirement: The scope of this current requirement is to resume the RMF process initiated on the FY21 contract and to complete the 5-steps of the RMF process to secure an ATO for the SAND buoy system. The effort is logical follow on to recently concluded contract with Ausgar Technologies, Inc. under contract N66001-21-P-6355. The Government intends to negotiate solely with Ausgar Technologies, Inc. CAGE 3NZA9 under the authority of FAR 13.106-1(b), due to only one source being reasonably available to meet the Government's needs. FAR Part 13, Simplified Acquisition Procedures, applies. The applicable NAICS Code is 541330 Marine Engineering & Naval Architecture and the small business size standard is $41.5 Million. Please be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may be considered by the agency. Interested parties may identify their interest and capabilities in response to this synopsis, and must clearly show the firm's ability to be responsive without compromising the quality, accuracy, and reliability of services provided. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Capability statements, comments, questions, or concerns regarding this notice shall be submitted via e-mail ONLY to Isabelito.cabana2.civ@us.navy.mil by 4:00 PM PDT, 4MAR2022. Responding vendors must be registered to the System for Award Management (SAM). Information can be found at https://www.sam.gov.
