- SUBJECT Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Multi-functional Control Display Unit (MCDU), NSN 5895-01-699-2055UC, PN V 4K99009-103A.� ITEM DESCRIPTION The Multi-Function Control Display Unit (MCDU) acts as a slave text terminal for the Flight Management Computers and other subsystems in the aircraft. Up to seven subsystems can be connected simultaneously to the MCDU. The MCDU provides for aircrew data entry, avionics mode selections, and system status display. The MCDU's interface to the pilot is a pushbutton keyboard and a multifunction alphanumeric display. The MCDU incorporates built-in test for maintenance diagnostics, power up, in flight, and post flight system checkouts. IMPEDIMENT TO COMPETITION MCDU is a Modified Commercial Off-The-Shelf (MCOTS) item that was specifically modified for the C-5.� The original OEM was BARCOVIEW LLC (CAGE: 005K1), current name ScioTeq (CAGE: B8086) maintains its configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, ScioTeq is the only known source with adequate knowledge of the MCDU performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment.� INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to ScioTeq for the manufacture of the MCDU in support of the C-5 program.� Other interested parties may identify their interest and capability to respond to the requirement no later than 09 March 22 by emailing Robert Berg at robert.berg.9@us.af.mil and/or dla.dlr.proc@us.af.mil. �The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
