Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is W50S90-22-Q-0002 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04. The associated North American Industrial Classification System (NAICS) code for this procurement is 811310 with a small business size standard of $7.50M. This requirement is a Small Business Set-Aside and only qualified sellers may submit bids. The solicitation pricing on https://marketplace.unisonglobal.com will start on the date this solicitation is posted, and, unless otherwise displayed at https://marketplace.unisonglobal.com, will end on: 2022-03-07 11:30:00.0 Eastern Time. This time supersedes the Offers Due Time listed above. FOB Destination shall be Horsham, PA 19044 The National Guard - Pennsylvania requires the following items, Brand Name or Equal, to the following: LI 001: BLDG 10 (Water Treatment Facility) Remove, inspect, rebuild and reinstall the two existing Peerless 4-inch turbine water pumps. Minimize disruption to water service during this work by working on one pump at a time. Repairs/rebuilds may include new bearings, seals, packing and anything else determined to be needed. Once rebuilt, reinstall and test each pump for proper operation., 1, JA; LI 002: Interconnection Vault Replace the existing spool piece where the water line exits Building 10 and where the chlorination injection occurs. This line is corroded and does not have any ball valves to allow replacement of the chlorine injection site. Replace this spool piece with a new stainless steel (SS) spool piece with two injection quills and two new SS ball valves. Install spool piece through the wall and use a uniflange to bolt it to the existing 4-inch elbow outside Building 10. Fill around the wall penetration with foam and hydraulic cement. This task will be performed during off hours/down days to minimize disruption to base personnel., 1, JA; LI 003: Interconnection Vault Replace the existing 10-inch fire relief valve (Model Zurn ZW205FP) with a 10-inch pressure reducing valve (OCV Model 127-380X2F-190 or equivalent). Make all connections as needed for the new valve, check for leaks, and set the activation pressure as directed by ANG., 1, JA; Solicitation and Buy Attachments ***Question Submission: Interested Offerers must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at https://marketplace.unisonglobal.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, National Guard - Pennsylvania intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison Marketplace. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. National Guard - Pennsylvania is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at https://marketplace.unisonglobal.com. There is no cost to register, review procurement data or make a bid on https://marketplace.unisonglobal.com. Offerers that are not currently registered to use https://marketplace.unisonglobal.com should proceed to https://marketplace.unisonglobal.com to complete their free registration. All items must be covered by the manufacturer's warranty. Bid MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines.
