Description

Combined Synopsis/Solicitation The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center � Pacific requires a new winch mounting frame for the NOAA ship Bell Shimada. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Combined Synopsis-Solicitation (ii) Solicitation number NM-AN2120-22-00670 is issued as a firm fixed price, commercial, request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-03. (iv) The NAICS code for this acquisition is 333923, Overhead Traveling Crane, Hoist, and Monorail System Manufacturing. This is an open-market solicitation set aside exclusively for small businesses (<1,250 employees). (v) Line items are as follows: CLIN 1: Fabrication, delivery, and testing of a new Hawboldt Winch SPRE-3464 mount/mounting frame in accordance with specifications listed in the statement of need and technical diagram of the winch. Both documents are attached. Site visits to view the winch are possible � please contact jason.jenks@noaa.gov if you wish to view the winch to assist with determining dimensions of the mount. The vessel will not be alongside at San Diego until mid-March, 2022. (vi) Description of requirements for the items to be acquired:� The NOAA ship Bell Shimada requires a new mount for a portable scientific winch, a Hawboldt SPRE-3464. The mount will need to be constructed of grade A ordinary strength steel and finished in a way that�s suitable for service in a marine environment. The mount will need to be delivered, mounted, and tested on site when the vessel is docked at the Port of San Diego, at 1839 Water Street � 10th Avenue terminal. Testing will include loading of the winch to its full rated capacity (10,000 lbs.). (vii) Vendors will need to be capable of fabrication, welding, and testing of components intended for a Marine environment. The winch mount will not need to meet an ABS certification/classification, but will need to pass the weight test. (viii) Date(s) and place(s) of delivery and acceptance.
