- Department of Veterans Affairs/VISN 5/RPO-E/NCO5 Request for Information Scheimpflug Digital CCD Camera System Veterans Affairs Network Contracting Office (NCO) 5 is seeking information for a single-rotating Scheimpflug digital CCD camera system for the Martinsburg VA Medical Center. The equipment will be used to perform evaluation of the cornea, anterior segment, and crystalline lens for glaucoma screenings and contact lens fittings. It also be used for posterior cornea analysis for cataract surgery. The NAICS code for this contract action is 339112 - Surgical and Medical Instrument Manufacturing (SBA Size Standard: 1,000 employees). The Product Service Code for this action is 6540 - Ophthalmic Instruments, Equipment, And Supplies. The equipment being sought must be able to provide the following requirements: Single-rotating Scheimpflug digital CCD camera Head and Chin Rest Power Supply USB Cable Dust Cover Compatibility with a printer Perform evaluations and analysis as required for glaucoma screening, contact lens fittings, and cataract surgery Capable of capturing 100 images in at least two (2) seconds Measurement range of 3 to 38mm or 9 to 99 D (Diopter) with a precision of + or 0.1 D and reproducibility of + or 0.1 D at an operating distance of 80 mm or 3.1 inches DICOM compatible The equipment must offer a software package that includes: One Floating License Key Qualitative assessment of the cornea Topographical and Tomographical Keratoconus Classification Contact Lens Fitting Report Screening Report Glaucoma screening Comparative displays Comparison and superimposition of Scheimpflug images Topography elevation data Perform 3D analysis of the anterior segment in at least two (2) seconds Respondents to the RFI are to provide a capabilities statement which addresses at minimum: Contractor name Contractor address Contractor point of contact, phone, and email address Contractor Business Size (i.e., other than small business or small business) Contractor DUNS Number Capabilities Statement Name and part number of products Product descriptions and specifications Manufacturer and Authorized Distributor information (if different than Contractor information) Please limit responses to ten pages. Respondents are advised that minor grammatical errors may be present in the RFI. Please only bring such issues to the attention of the government if you cannot discern the meaning of a specific sentence or section of the document. Not responding to this request does not preclude participation in future order requests. Interested parties may express their interest by providing a complete response no later than Friday, February 25 at 12 pm EST. The response must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required product(s). A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. When responding to this announcement, respondents should refer to Announcement 36C24522Q0345 Request for Information. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Interested parties are encouraged to furnish information. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirement(s) listed above to Contract Specialist, Johao Stewart by email at johao.stewart@va.gov. An authorized distributor letter will be requested to verify interested parties are an authorized distributor of the product(s) they seek to provide. Please note, during this time the government is unable to provide direct responses to any questions received.
