This is a Sources Sought Notice ONLY. Requests for copies of a solicitation will not receive a response.� This Notice is for planning purposes only and is not a Request for Proposal or Request for Quotation or an obligation on the part of the NIST for conducting a follow-on acquisition.� NIST does not intend to award a contract on the basis of this Notice, or otherwise pay for the information requested.� No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this Notice and NIST�s use of such information.� NIST recognizes that proprietary components, interfaces and equipment, and clearly mark restricted or proprietary components, interfaces and equipment, and clearly mark restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information.� In the absence of such identification, NIST will assume to have unlimited rights to all technical data provided in the response. � NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. � NIST is seeking information from sources that are capable of providing one (1) Prism Coupler Refractometer. Summary of Requirements: The National Institute of Standards and Technology (NIST) seeks to develop the capability of measuring the effective index properties of optical materials in waveguide structures. To facilitate this, NIST requires a prism coupling refractometer system, which NIST may modify as needed to pursue its measurements projects. NIST is pursuing a program of optical materials characterization measurements in support of the advancement of photonic integrated circuit technologies. Because these technologies rely on single-mode and multi-mode waveguide structures, whose operations depend on the refractive indices of the waveguide materials, NIST needs the capability of making index properties measurements of these materials in thin-film geometries and waveguide-channel arrays. These properties include the index dispersion over the wavelength range 400-1600 nm, and its dependences on temperature and strain. This capability is most suitably met with a refractometer system based on the prism coupler method. Scope To enable a program of index properties measurements of materials in thin-film and waveguide-channel arrays, NIST requires purchase of a Prism Coupler Refractometer System meeting the minimum requirements below. The system will be used to support a project to characterize index properties of materials used for photonic integrated circuit structures, at continuous wavelengths ranging from 400 nm to 1600 nm. This continuous wavelength range will be achieved using NISTs pulsed sources. For systems relying on continuous intensity sources, NIST may need to make modifications to the system�s operation. To obtain some index properties, such as the effect of stress on the index, the commercial Prism Coupler Refractometer System design must be suitable for NIST to make some modifications. The system shall meet or exceed the minimum requirements identified below. All items must be new.� Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered.� The use of �gray market� components not authorized for sale in the U.S. by the Contractor is not acceptable.�� All line items shall be shipped in the original manufacturer�s packaging and include all original documentation and software, when applicable. Contract Line Item Number (CLIN) 0001: The Contractor shall provide the following (1) computer-controlled, Prism Coupler Refractometer System which meets or exceeds the following minimum specifications: The system must be capable of measurements of bulk index, multi-mode thin-film effective index, and single-mode thin-film effective index. The optical components of the system must be enclosed in a housing (with the optical components accessible with removable lid). The measurement operation (excluding alignment processes), data collection, and data analysis must be computer controlled with supplied software, with the software code provided in a text file. The prism angle must be controlled by a stepper motor with settable dwell times at each angle out to at least 30 seconds, to enable sufficient time to obtain adequate signal averaging of the pulsed-source signals. All optical components need to be accessible to NIST user for alignment, modification, and replacement, as necessary. The system must be capable of making all measurements on samples with sizes up to an 8-inch diameter wafer. Includes a prism enabling measurements for indices in the range at least ~1-1.8. Includes a prism enabling measurements for indices in the range at least ~1.8-2.4. Includes HeNe laser source or diode laser source with wavelength in the range 633 nm to 635 nm. Includes an entrance port and has an optical configuration to enable NIST-provided laser sources with wavelengths ranging at least from 400 nm to 1600 nm. Includes Ge detector for wavelengths ranging at least from 400 nm to 1600 nm. Includes a mechanism for measuring wavelength loss for wavelengths in the range at least 550 nm to 1600 nm using the moving fiber method. Includes a temperature control mechanism with prism to permit index measurements (index in range at least 1.8-2.4) at temperatures from room temperature to 200 degrees C. Includes a refractive index standard. Provider must be capable of on-site service. Warrantee of 1 year. NIST is seeking responses from all responsible business sources to include small businesses AND U.S. manufactured items. Small businesses are defined under the size standard of 500 employees associated with the applicable NAICS code, 334519� Other Measuring and Controlling Device Manufacturing. Please include company�s size classification and socio-economic status in any response to this notice. Interested parties shall describe the capabilities of their organization as it relates to the requirements described herein.� Businesses able to provide the requested equipment are directed to email a detailed response describing their capabilities to tracy.bisson@nist.gov no later than the response date for this source sought notice. The report shall include any information relevant to the organization�s capabilities to meet the requirements detailed in Summary of Requirements. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of company/companies that are authorized provide product, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Number of days, after receipt of order that is typical for delivery of product. 4. Indication of whether the product is currently on one or more GSA Federal Supply Schedule contracts or any other government-wide contracts. If so, please provide the applicable contract number(s). 5. Indication of whether the product proposed is a commercial item, currently offered in the market place.� 6. Interested vendors shall address their capability of providing Original Equipment Manufacturer (OEM) parts. 7. Any other relevant information that is not listed above which the Government should consider in developing its minimum performance requirements. Responses are limited to a total of twelve (12) pages in MS Word or PDF format. NIST invites all interested vendors to submit any questions or comments regarding the Draft Summary of Requirements via email to tracy.bisson@nist.gov within 3 calendar days of the posting of this notice. NIST intends to then post an amendment providing responses to any questions received. Official responses to the Sources Sought Notice shall be submitted by March 7, 2022 at 11:59 pm EST.
