- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BID. The Naval Facilities Engineering Systems Command (NAVFAC) Far East, Public Works Department (PWD) Diego Garcia, Facilities Engineering and Acquisition Division (FEAD) Contracting Branch intends to award using 10 U.S.C 2304(c)(1), Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements. The purpose of this modification is to increase the aggregate contract Maximum Not-To-Exceed (NTE) capacity for the Design Build/Design-Bid-Build (DB/DBB) Diego Garcia Multiple Award Construction Contract (MACC) by $10 Million, thereby increasing the NTE from $240 Million to $250Million.� The MACC includes the following two (2) Indefinite Delivery, Indefinite Quantity (IDIQ) contracts: 1. N40084-18-D-0066 - Black Construction/Mace International JV 2. N40084-18-D-0068 - SJC-BVIL This increase in ordering capacity will ensure that sufficient capacity is available for the below out of scope modification and support reasonable potential in scope modifications to previously awarded task orders under this MACC. The Government intends to issue an out of scope modification under Contract N40084-18-D-0066 Task Order N4008421F4134 Repairs to Deep Draft Wharf, F4028 awarded to Black Construction/Mace International (BCMI) JV on 22 January 2021. The out of scope modification will include repair, alterations, and modifications to the existing underground salt water and fire water pipelines located at Deep Draft Wharf.� The scope consist of removal and replacement of 967 cubic yards of existing concrete slab, 14 deteriorated hydrants including valve pit and accessories, changes to the existing saltwater lines to comply with new code standards, and building 460 � fire protection system installation and roof repairs. Per USC 2304(c)(1), as implemented by FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. BCMI is the only source capable of performing these repairs without substantial duplication in cost and unacceptable delays. The out of scope modification will prevent duplication of cost for demolishing and re-repairing portions of the wharf (repaired under task order N4008421F4134) in order to remove and install new fire pipelines, and hydrants with its components/accessories, transportation costs in terms of numbers of times to import aggregates, and mobilization/demobilization of equipment.� Alpha and Bravo Wharf at Navy Support Facility Diego Garcia (NSFDG) provides 24/7 operations logistics support to the entire island.� Coordination of multiple contractors and duplicate demolition/repairs of the wharf will cause unacceptable delays to mission operations at NSFDG. The order of magnitude of this modification is between $5,000,000 and $10,000,000.
