Description

The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole-source basis, with CFR Engineering Consultants, Inc. (CFR) at 25221 Bonny Brook Lane, Gaithersburg, MD 20882 to provide Post Construction Award Services (PCAS) for the HVAC Renovations in the Building 231 of the NIST Gaithersburg campus. �These PCAS services include, but are not limited to, construction progress meetings, construction observations, requests for information, construction submittal review, change orders, punch lists, record documents, substantial and final inspections. After giving fair opportunity to eligible firms, CFR was awarded Task Order SB1341-14-CQ-0024/1333ND19FNB195372 to provided Architect/Engineering (AE) services for the replacement of Victaulic fittings in the AML Buildings.� The scope of the original Task Order required CFR to prepare of construction plans and specifications, cost estimations, and included an option for PCAS services; however, due to funding limitations, the option for PCAS was never exercised.� Now that funds have become available, NIST requires the AE firm to provide PCAS for the pending construction that will be completed to the specifications prepared by CFR.� The supplemental Post Award Construction Services are considered a logical follow-on to CFR�s previous Task Order SB1341-14-CQ-0024/1333ND19FNB195372.� �The State of Maryland requires Professional Engineers to stamp/seal and sign drawings, CFR is the Designer of Record and is, therefore, the only reasonable source to provide these services.� The authority for this sole source is Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, and utilizes the authority specified in 41 United States Code (U.S.C.) 3304(a)(1), Unique supplies or services available from only one source or only one supplier with unique capabilities. The NAICS code for this requirement is 541330, Engineering Services, with a size standard of $16.5 Million.� The Service Code is C223 � Architect and Engineering-Mechanical Systems. This notice of intent is not a solicitation.� Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.� Any questions regarding this notice must be submitted in writing via email to trent.stevens@nist.gov no later than 3/1/2022, 4:00pm EST.
