Description
This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures.� This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 333314 with a small business size standard of 500. The Government requires the procurement of two (2) Ultra-Narrow, Ultra-Sharp Tunable Filters. Detailed features are: Computer Controlled Module Center Wavelength: 1525 - 1610 nm 3dB Bandwidth Tunability: 0.03 - 3 nm (3.7 � 370 GHz) Maximum Input Power: 500mW Optical Fiber/Connector: Single Mode, FC/APC PC Interface: Front panel (Local), USB and GPIB (Remote) Alnair Labs part number CVF-300CL-SM-FA The Government intends to negotiate a sole source contract with Cybel, LLC, 62 Highland Ave., Bethlehem, PA 18017. The required item is manufactured by Alnair Labs Corporation.� The Government has determined that other companies� products do not meet, or cannot be modified to meet the Government�s needs. Alnair's product has the wide tunable central frequency (1525 - 1610nm) while maintaining an extremely narrow line width (0.03nm). The product is required for optical lab experimentation on devices with various operating wavelengths across the telecom band, all of which require narrow line-width filtering. This purchase represents a versatile system that can be applied to multiple experiments rather than purchasing multiple unique fiber bag grating (FBG) filters for each experiment which have little other application. To cover the full wavelength range of the proposed pair of Alnair tunable filters would therefore require 84 custom FBG filters at a cost additional to Alnair�s standard offering.� Cybel, LLC is the only authorized reseller/distributor of Alnair Labs products in the United States.� Alnair Labs will not honor warranties or guarantee its products if not purchased or sourced from its sole authorized partner Cybel, LLC. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to richard.childres@us.af.mil. Responses must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 April 2022. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
