Request for Information (RFI) and Sources Sought for Mobile thermo- assisted drying and decontamination systems to be used for inactivating viruses in agriculture transportation equipment BACKGROUND: The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS), National Veterinary Stockpile (NVS) is seeking information regarding Mobile Truck Heat Disinfection Systems. The NVS� ability to deploy within 24 hours large amounts of critical veterinary resources ensures States have what they need to respond to catastrophes and other outbreaks. �The NVS seeks information on mobile truck heat disinfection system assets. PURPOSE AND OBJECTIVES: USDA APHIS Veterinary Services is seeking to acquire information from vendors that have the capability to provide, operate and/or transport supplies and equipment that can heat commercial truck trailers used to transport livestock in response to national pandemics or catastrophic animal health emergencies for the purpose of disinfecting the trailers to prevent disease spread. Applicable NAICS: 325998, 335999, 334516, 334513 Applicable PSC: 5999, 6640,6685, 6625 Describe your company�s capability of providing and/or operating the following: � Heating Equipment Needs: Heating commercial truck trailers shall be capable of heating all internal surfaces of trailer up to 75 degrees Celsius for 30 minutes. Equipment shall be mobile and easily transported Equipment shall be capable of operating in environments between -25F to +120F with humidity of 5% to 95%.� Verification internal surfaces have reached minimum thermal requirements. If using equipment for convective heat transfer, equipment shall be modular and deployable to any location within or outside of trailer to achieve thermal requirements. Thermal heating shall be capable of operating 15-45 minutes, temperature set points every 15 degrees Thermal activities shall be operated in such a way that it shall not destroy, compromise, disfigure transport trailer. Site needs: Portable enclosure to accommodate a semi- truck trailer and thermal operating equipment. Enclosure shall be sufficient as not to be deteriorated by frequent mobilization and thermal activities. Equipment shall be capable of operating in environments between -25F to +120F with humidity of 5% to 95%.� Ensure site and personnel safety is actively managed during mobilization and heating operations. Submissions should: (1) use Microsoft Word or Adobe Portable Document Format (PDF); (2) be sent to the point of contact listed in this notice; (3) be minimum 11 font on 8.5 X 11 paper; (4) be complete, sufficiently detailed, and organized in a manner that tracks to the information requested in this RFI; (5) not exceed 10 single sided pages in total (not including cover page and cover letter). Other media types (i.e. CD, printed technical information) that meet the submission criteria above will be accepted and should be sent. Material that is advertisement only in nature is not desired. All interested parties are invited to submit capability statements for acquisition planning purposes. The following outline is recommended 1. Provide Company information which includes: Company name, single company point of contact with name, title, address, telephone and fax numbers, and e-mail address(es) List Pertinent Codes: NAICS Codes (numbers only), SAM Unique Entity ID, DUNS number, and CAGE code 2. Describe your company�s capability of providing and/or operating the equipment describe above. Please also include the additional information requested below: �� Provide a list of equipment and number of personnel to operate Describe your knowledge and/or experience working with truck heating equipment Provide energy requirements for operation, sustainment, supportability. Provide or describe experience with inactivation of viruses through thermal inactivation. Provide complete pricing information. Provide information of any previous virus testing or research conducted or being conducted if applicable Provide recommendations and scientific based justifications This notice does not constitute a solicitation. This invitation for capability statements is for planning purposes only. The acquisition strategy for this proposed project has not yet been determined. Response to this notice is strictly voluntary. The Government will not reimburse any party for its participation in this effort. Information submitted in response to this notice is subject to disclosure under the Freedom of Information Act. Respondents are advised that the Government is under no obligation to acknowledge or provide feedback with respect to any information submitted under this notice.
