Description
The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Experimental Transplantation and Immunotherapy Branch (ETIB), T Cell Facility intends to procure, on a sole source basis, preventive maintenance, emergency service, support, and coverage for one (1) Government-Owned Attana A200 Bioanalyzer from Attana AB of Greta Arwidssons, V�g 21, SE-114 Stockholm, Sweden This acquisition will be processed under FAR Part 12 � Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1(b)(1); and is exempt from the requirements of FAR Part 6. The response close date of this notice for this requirement is in accordance with FAR 5.203(a)(1). The North American Industry Classification System (NAICS) code is 811219 and the business size standard is $22 million. The National Cancer Institute (NCI), Center for Cancer Research (CCR), Experimental Transplantation and Immunotherapy Branch (ETIB), T Cell Facility, currently possesses a government owned Attana A200 Bioanalyzer. �The Attana A200 Bioanalyzer is unique aid to the identification and analysis of novel proteins, antibodies, and derived molecules, because it allows analysis of the direct interactions of biomolecules that bind to the surface of the cell instead of the use of purified proteins for the discovery and analysis of novel biomolecules for immunotherapies. The Attana Cell A200 Bioanalyzer is a unique dual channel, label-free, temperature controlled, continuous flow system used for automated analysis of molecular interactions with cells and other biomolecules. The Attana Cell A200 Bioanalyzer system has the ability to study molecular interactions with cells grown directly on the sensor surface with high biological relevance through features as continuous flow, physiological temperatures, and label free detection. Thus, unlike other systems high data quality can be achieved by direct measurements in real-time, avoiding disturbances caused by secondary detection. The pioneering Quartz Crystal Microbalance (QCM) core technology enables the study of biomolecules of varying species such as proteins, nucleic acids, carbohydrates, lipids, and lectins and also binding moieties of vastly different sizes, ranging from peptides to cells. The system can provide detection, off-rate screening, kinetic and affinity evaluation, and epitope mapping critical to tumor target discovery and analysis. NCI ETIB T Cell Facility provides support for the development and implementation of novel immunotherapies as well as the analysis of immune endpoints in ongoing clinical trials. The facility is required to maintain up-to-date instrumentation for its investigators who are continuing to fulfill the mission on reducing the burden of cancer through exploration, discovery, and translation. The ETIB T Cell Facility uses the Attana A200 Bioanalyzer for discovery and analysis of novel proteins for tumor epitope discovery and immunotherapies for cancer treatment by our investigators and in ongoing collaborations.� Attana is the original developer and manufacturer of the Attana Cell A200 Bioanalyzer and the only known source for maintenance and support of this system. The Contractor shall provide Technical Service & Application support for one Government-owned Attana A200 Bioanalyzer.� All maintenance services shall be performed in accordance with the Original Equipment Manufacturers (OEM) most current standard commercial maintenance practices. Emergency services shall be provided remotely during normal business hours or during planned service visits. Software updates/services shall be provided remotely as applicable. All travel, labor, materials, and related charges shall be included in the purchase order price for annual preventative maintenance and planned service visits/year. Attana is the original developer and manufacturer of the Attana Cell A200 Bioanalyzer and the only known source for maintenance and support of this system. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a capability statement for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement.� Responses must be received in the contracting office by 12:00 PM ET, on March 14, 2022.� All responses and questions must be via email to Miguel Diaz, Contracting Officer at miguel.diaz@nih.gov.� A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� In order to receive an award, contractors must be registered and have valid certification through SAM.GOV and have Representations and Certifications filled out.
