- THIS IS A NOTICE OF INTENT TO AWARD A SINGLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. This is not a solicitation. This is a notification of an intent to award a single source Blanket Purchase Agreement (BPA) under NAICS code 541519. The Bureau of Reclamation (BOR) Acquisition and Operation Branch in Denver, Colorado will solicit and award a BPA to Carahsoft Technology Corp. 11493 Sunset Hills Road, Reston, VA 20190. Reclamation has a requirement for a Blanket Purchase Agreement (BPA) that will cover requirements needed for Waterfall hardware and software licenses that require maintenance renewal on an annual basis. Reclamation�s Risk Management Services Division (RMSD), in partnership with Power Resources Office (PRO) and Technical Services Center (TSC), is sponsoring a few data acquisition and centralization projects to replicate and forward operations and security data from isolated Industrial Control Systems (ICS) to the Reclamation enterprise network in near real-time. Waterfall has been in use since the GRID Historian Hoover Pilot Project, back in 2015. RMSD intends to purchase additional Waterfall hardware and software licenses as the project needs arise. The Waterfall Unidirectional Gateway hardware allows for the unidirectional transmission of SCADA data through NERC-CIP mandated isolated SCADA boundaries without violating the requirement for non-routable protocol. The Waterfall interface software is what sends and receives the SCADA data. Annual support for the interface software produced by Waterfall must be purchased for continued version updates to support the ongoing operation of the hardware. This is proprietary software written specifically for the hardware and there is no substitute suitable for the functionality of Waterfall system. The performance of Waterfall is unique in that its software interfaces provide support for both industrial protocols (OPC DA) and more traditional enterprise protocol (Splunk and file sharing). This variety of software interfaces allows multiple use cases to be solved in a single solution. The Government believes that only one responsible source can provide this requirement. The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), only one responsible source and no other supplies or services will satisfy agency requirements. Responsible sources may submit technical capability statement along with business profile to Contract Specialist, Melissa Miles at mmiles@usbr.gov by 12:00 PM MS, March 7, 2022, which shall be considered by the Agency. Any information received will be treated as market research information for future of same or similar requirements. The Contracting Office reserves the right to pursue the single source negotiation or compete the requirement based on information received. Quotations or proposals received in response to this notice will not be accepted since THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTES.
