FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE SUBJECT: Sole source upgrades to a KLA Nano Indenter XP SOLICITATION NUMBER: NB643090-22-00646 RESPONSE DATE: 3/17/22 DESCRIPTION: The National Institute of Standards and technology (NIST), Nanomechanical Properties Group (Materials Measurement Science Division) develops and provides measurements science, measurement standards, and measurement technology needed by US industry to better apply materials and components in nanomechanical applications. This works involves the measurements of mechanical properties (such as hardness and elastic modulus) and characterization of mechanical behaviors (such as fracture and fatigue) for a wide range of materials (from metals and ceramics to polymeric and biological materials). Instrumented indentation, also known as depth-sensing indentation or nanoindentation, is a widely used technique for such measurements. In nanoindentation experiments, a load is applied to an indenter probe of specified geometric shape that is in contact with the surface of a specimen of the material to be tested. As a load is applied from zero to some maximum and then from maximum load back to zero, the force and the depth of penetration (displacement) of the probe into the specimen are recorded continuously and simultaneously over the complete indentation. By processing the recorded force-displacement data, mechanical properties and deformation behavior of the tested material can be extracted. Besides in-house development of indentation platforms, the Nanomechanical Properties Group also maintains several commercially available nanoindentation instruments for benchmark testing and referencing purposes. A current NIST owned KLA Nano Indenter XP system (Model# NANOI1-10WLUGE, Serial# 308) is one of these commercial instruments. The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with KLA located at Three Technology Drive Milpitas, California 95035 to upgrade this Nano Indenter XP system for the National Institute for standards and Technology (NIST) Sole Source justification is based on the following: Market research has shown that KLA is the sole company who can provide this equipment upgrade to NIST. KLA Corporation is the manufacturer and only maintenance/service provider for the Nano Indenter XP system, this is a sole source requirement. No other vendors are authorized or capable of upgrading existing Nano Indenter XP system. KLA has stated they are the only authorized source in writing. NAICS code for this requirement will be 334516 � Analytical Laboratory Instrument Manufacturing with a small business size of 1000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 1:00AM EST on 03/17/2022 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
