- WOLF TRAP NATIONAL PARK FOR THE PERFORMING ARTS - SECURITY GUARDS AND SCREENING EQUIPMENT This is a pre-solicitation notice only and does not constitute a solicitation. Accordingly, no response is due at this time, nor will any questions of a technical or contractual nature be answered. Specific instructions on submitting responses will be contained in solicitation documents. A firm fixed priced IDIQ contract is anticipated. This requirement is 100% total set-aside for small business as authorized by FAR 19. The contractor shall be registered in System for Award Management (SAM) under the appropriate NAICS code: 561612; the size standard is $22 million and shall submit verification of their firm�s registration in the SAM database with their proposal. The location where services will be performed: Wolf Trap National Park for the Performing Arts 1551 Trap Road Vienna, VA 22182 The DOL Wage Determination No. 2015-4281 Revision 21 dated 12/27/2021 apply. This requirement will be issued as a Request for Proposal (RFP) under FAR Part 13. The RFP will result in a single firm fixed-price award from the terms and conditions set forth in the solicitation once it is released. The solicitation package and documents WILL NOT be provided in paper hard copy format, but rather transmitted exclusively via www.beta.sam.gov. The solicitation, subsequent to this announcement, may be canceled at any time. This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay for any proposal preparation costs. The complete solicitation with attachments will be posted on or about March 18, 2022. This date is an estimate. The solicitation could be posted well after March 18, 2022. Description of Services: The contractor shall furnish and be responsible for all labor, supervision, materials, equipment, tools, supplies, transportation, license, certificates, permits and any incidentals necessary to perform the security guard service and screening equipment. The work is detailed in the Performance Work Statement that will be provided in solicitation. The National Park Service is soliciting proposals for single contractor that can provide seasonal security guard services and the screening equipment necessary to establish and conduct magnetometer screening at all gates during the presentation of performing arts, education, and related cultural programs. Security service is required for approximately 50-100 Filene Center performances that occur during the summer (up to 7000 attendees for each performance) generally between mid-May and the end of September, and 25-50 performances at the Children�s Theater-in-the-Woods (up to 700 attendees) generally from the third week in June to the second week in August. Further, the talent artists and their associated support staff are on the premises at varying times, which results in varying security requirements from day to day. Other special events, such as the Holiday Sing Along in December and private facility rentals, may occur throughout the year. The Contractor shall provide and maintain all management, supervision, staffing, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screenings, reports, and files necessary to accomplish unarmed security guard services as described in the Performance Work Statement (PWS). Security Guard�s assignments include, but are not limited to the following duties and responsibilities: Screening of individuals, packages and vaccine, access control, roving patrols, visitor management and pedestrian safety. Screening equipment is not limited to walk through magnetometers and hand-held magnetometers. Details will be provided in the solicitation. Site Visit: There are no anticipated site visits for this solicitation. Offerors are strongly encouraged to check out information regarding Wolf Trap National Park for the Performing Arts at Basic Information - Wolf Trap National Park for the Performing Arts (U.S. National Park Service) (nps.gov) to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
