***This RFQ has been cancelled effective 03/03/2022**** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation, SPE605-22-Q-0285, is issued as a Request for Quotation (RFQ) for commercial items using the Simplified Acquisition Procedures (SAP) in accordance with FAR Parts 12 and 13. This requirement is urgent and compelling. The contract resulting from this procurement will be a firm fixed price contract. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04 dated 01/30/2022. DPAS rating for potential award is DO. Scope of Contract: CLIN 0001 � The contractor shall provide, under line item 0001: 20,000 USG of DIESEL FUEL (DS2) (NSN: 9140-015240139) delivered by Tank Wagon to: NORFOLK NAVAL SHIPYARD PORTSMOUTH VA 99999 Required delivery date: March 7, 2022 and March 8, 2022 (The 20,000 USG is split between two days. 10,000 USG will be delivered each day) Delivery will be f.o.b. destination. NNSY DODAC: N42158 20,000 gallons to be delivered as 10K gallons on 3/07/22 and 10K gallons delivered on 3/08/22 Fueling Requirements: Preferred fuel contractor has a valid DBIDS card to enter NNSY. Otherwise, the driver must be escorted. The Government escort shall meet the driver at the NNSY pass office. The contractor must present a letter, with company letterhead, stating his purpose isto deliver fuel to Norfolk Naval Shipyard for Code 700 Lifting and Handling, per contract number SPE60521FHW7M; driver must presenta valid driver�s license, vehicle registration, proof of vehicle insurance, valid vehicle inspection sticker, current registration on vehicle license plate, and signs (either painted or magnetic decal) of the company on both sides of the vehicle. NOTE:� NNSY Security may not be able to process for Government escort over the weekend. Prefer DBIDS contractor. 2. Fuel will be put in a 40,000 gallon tank on a floating crane using a nozzle same as the gas station pumps. Driving Instructions Several routes to Norfolk Naval Shipyard depending upon entry route from out of the area: � From I-264 (heading east) take Effingham St exit (just before Downtown Tunnel). At Portsmouth Blvd intersection, diagonal across intersection on the right, is entrance to NNSY Vehicle Inspection station. � From I-264 (heading west) go through Downtown Tunnel, take Exit 7 to Effingham St. Take Right onto Effingham St, to the Portsmouth Blvd intersection. Diagonal across intersection on the right, is entrance to NNSY Vehicle Inspection station. Delivery Ticket Notes: DELIVERY TICKETS REQUIRED. Special Messages: MULTIPLE DROP SECURITY CLEARANCE REQUIRED ESCORT REQUIRED Delivery Notes: Delivery tickets required. Vendors ARE RESPONSIBLE FOR ENSURING ALL APPLICABLE TAXES AND FEES ARE INCLUDED IN THEIR Quoted PRICEs. DLA Energy may require a vendor to sign the SF1449 prior to being awarded this delivery. This will be sent by email and may have a response window of as little as two (2) hours. Upon request, the vendor must return the signed SF1449 by the deadline specified. If this is not returned by the specified deadline, DLA Energy reserves the right to offer this delivery to a different vendor. Electronic Funds Transfer as a means of payment will be made upon receipt and acceptance of all products through Wide Area Work Flow (WAWF). FAR 52.212-1, Instructions to Offerors Commercial Items applies to this acquisition. FAR 52.212-2 Evaluation of Commercial Items applies to this acquisition. The evaluation criteria stated in paragraph (a) of FAR 52.212-2 are as follows: The contract will be awarded to the lowest price quotation from a responsible vendor. Vendors shall include a completed copy of FAR 52.212-3 Offeror Representations and Certifications Commercial Items with its quotation.� A printout from sam.gov is acceptable.
