Page 1 of 1 The Department of Veterans Affairs, Oklahoma City VAMC, intends to negotiate on a sole source basis, pursuant to FAR 6.302-1, with Diagnosys for the Celeris High Throughput Testing System. Electroretinogram This instrumentation will be used to directly and longitudinally assess retinal neuronal and pigmented epithelial function. A common challenge brain aging studies is that, obviously, the brain can only be assessed for neurophysiological function at necropsy.  However, the retina is a portion of central nervous system that is directly assayable and can be examined multiple times across different ages.  The Diagnosys ERG has several proprietary/patented abilities that critical to obtaining the data needed for current and future projects at the OKC VAMC. 1) Twin Stimulator Electrodes deliver a uniform 180-degree stimulus independently to each eye. Eye contact simultaneously hydrates the cornea, delivers a perfectly diffused stimulus, and makes electrical contact with the eye. Calibration data is stored onboard each stimulator and is downloaded automatically upon connection to avoid calibration mix-ups. Stimulators may be used for monocular or binocular measurements. When used in pairs, no reference electrodes are required. 2) Touch-Touch connection means setup consists simply of touching one stimulator electrode to each eye, which can be performed in seconds. Stimulator orientation is not critical. No ground is typically required for normal luminance protocols. Minimal training is required and successful data is obtained within minutes. 3) Miniature organic light-emitting diode pattern stimulator with guided optic for direct subject contact allows successful pattern stimulation for pattern electroretinogram, pattern visual evoked potential and even multifocal electroretinogram measurements. This is a notice of intent and is not a request for competitive quotes; however, any responsible source who can provide an equivalent product with these features described above may submit a capability statement to the contracting office no later than March 23th, 4:30PM, EST. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
