- Description This is a presolicitation notice for the acquisition of commercial services publicized in accordance with Federal Acquisition Regulation (FAR) 5.203.�The U.S. Department of Housing and Urban Development (HUD), Office of the Chief Procurement Officer (OCPO), Federal Housing Administration (FHA intends to issue a Request for Proposal (RFP) is to obtain contractor support to assist the Multifamily Insurance Operations Branch (MFIOB) managing Federal Housing Administrations (FHAs) Mortgage Insurance Premium (MIP) Audits. By obtaining these services, MFIOB will be able to improve its MIP processes and accomplish HUDs mission of transforming the way HUD conducts business. This requirement is being competed as a competitive 8(a) set aside utilizing the policies and procedures of Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items in conjunction with FAR Part 15 - Contracting by Negotiation, as supplemented by HUD Acquisition Regulation (HUDAR) Part 2415. The Government anticipates award of a single Firm Fixed Price (FFP) contract type. The assigned NAICS Code is 541611 �Administrative Management and General Management Consultant Services� with a small business size standard of $16.5 million. The period of performance for this requirement will consist of a base period and four one-year option periods. The U.S. Department of Housing and Urban Development (HUD) provides mortgage insurance protection to HUD approved lending institutions against default by the mortgagor. The Multifamily Financial Operations Division (MFOD) is responsible for the review and maintenance of all multifamily insured loans. Its responsibilities include the full range of transaction cycles, beginning with the establishment of the newly endorsed FHA project, posting the initial insurance premium, billing and collecting of renewal premiums and concluding with the termination of insurance. Due to historic low interest rates, MFIOB expects to receive or process an estimated 1,500 initial/final endorsements during the first year of the contract, an estimated 2,000 premium reviews, an estimated 1,000 Mortgage Record Changes, and an estimated 2,000 terminations. The number of FHA projects for the final four years of the contract are estimated to be similar to the first year.� However, these numbers could increase or decrease depending on the current interest rates for these types of mortgage loans. The Department of Housing and Urban Development (HUD)/ Office of The Multifamily Insurance Operations Branch (MFIOB) is seeking Contractor support services to perform the daily mortgage insurance servicing activities for external customers (mortgage lender community); and internal customers (MF Policy and Development Division, MF Asset Management the Division, General Ledger Division and HUD Field Offices). The core functions performed by MFIOB are: (a) Establishing endorsements of new multifamily projects; (b) billing and collecting multifamily mortgage insurance premiums; (c) performing audits on projects following final endorsement; (d) processing refunds of mortgage insurance premiums, (e) processing loan modifications/interest rate reductions, (f) processing mortgagee record changes, and (g) processing termination of mortgage insurance requests from lenders. Additionally, the services include file storage and retrieval.� MFIOB operates in a PeopleSoft automated environment. The MFIOB data is retained in FHA Subsidiary Ledger (FHASL) Revenue Management (RM) module (FHASL-RM/P013), hereinafter referred to as FHASL. HUD anticipates issuing solicitation 86615722R00007 on or about April 7th, 2022. The closing date for submission of proposals will be contained in the solicitation. Offerors must be registered in the System for Awards Management (sam.gov) prior to award of a government contract. Failure to register in sam.gov will make an offeror ineligible for award.
