Description
Description: The U.S. Army Corps of Engineers (USACE), Transatlantic Middle East District (TAM) is seeking preliminary information, for market research purposes, from capable and reliable sources who may be interested in submitting a proposal to perform Design-Bid-Build (D-B-B)�construction for the Royal Saudi Land Forces Aviation Command (RSLFAC)�3rd Aviation Group Base at Tabuk, Kingdom of Saudi Arabia. A single firm fixed price contract will be awarded to a prime construction contractor.� PROJECT SCOPE: The scope of the project includes the construction of airfield improvements consisting of a landing lane, aprons, taxiways, lighting, lighting vault, and associated site work and utilities necessary to support the fielding and operations of various rotary wing aircraft. All construction and other associated efforts shall be done in accordance with local building codes and internationally recognized standards with respect to safety and general construction, and as described in these documents. Moreover, the construction contractor will be responsible for reviewing and confirming the site conditions in the topographic and geotechnical surveys and reports provided. The Contractor shall also perform a pre-construction site investigation with the USACE field staff and RSLFAC to evaluate and finalize travel routes, site conditions, and any other incidental work to� make requirements fully functional in order to provide the Government with a complete construction and warranty for this project.� Period of Performance: Anticipated period of performance is 837 calendar days from Notice to Proceed (NTP) for the entire scope of work.� The Magnitude of the Construction Project: Between $10,000,000 and $25,000,000.� Location: This project is located at the RSLFAC 3rd Aviation Group Base at Tabuk, Kingdom of Saudi Arabia.� � Set Asides and Codes: The work will be performed outside of the continental United States, therefore no set-asides to small business or socioeconomic preference will be given for this solicitation. This effort is classified through the North American Industry Classification System Code (NAICS): 237990, with a small business size standard of $39.5 Million.� PROPOSAL PROCEDURES: The Government is considering a full and open design-bid-build solicitation in accordance with FAR Part 36 and 15 procedures for this project. The Best Value Trade-off (BVTO) contracting method may be used to evaluate proposals. Evaluation criteria will be stated in the RFP. The Government may include options in the RFP. This acquisition will result in a single fixed price construction contract awarded based on BVTO determination.� SUBMISSION REQUIREMENTS: a. Read and comply with the attachment to this Sources Sought labeled ""Tabuk Airfield"" and return with your capbilities statement.� b. Indicate whether you possess a current Saudi Arabian commercial business license.� c. Indicate your knowledge of getting base access and personnel onto RSLFAC installations.� This announcement is for market research purposes only. This is not a solicitation or request for proposal (RFP). This notice does not obligate the government to any contract award nor does it restrict the Government as to the ultimate acquisition approach. Responses to this market survey shall be for informational purposes only.
