Description

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Bureau of Engraving and Printing (BEP) Office of Acquisition on behalf of its Office of Quality Assurance intends to award a sole source firm-fixed price commercial contract for preventive maintenance of the Single Note Measuring Device Calibration. The intended contractor is Quality Engineering Associates, Inc. (QEA), 755 Middleesex Tpke, #3 Billerica, MA, 01821. The Government intends to award a sole source contract utilizing a Justification for Soliciting from a Single Source IAW FAR Subpart 13.106-1(b). Anticipated Period of Performance: one twelve (12) month base and four twelve (12) month option years. The (SNMD) system utilizes proprietary software developed by Quality Engineering Associates (QEA) Inc. (Acton, MA), a government provided network enabled personal computer and a government provided Canon DR-GSI 1130 scanner. The contractor (QEA, Inc.) shall provide all labor, travel, parts, materials, transportation, equipment, tools and supplies to deliver annual preventive maintenance, calibration and system performance verification for the three (SNMD) systems.� The preventive maintenance on each (SNMD) system shall include inspection, cleaning, adjustments and replacement of consumable parts such as the rollers on the Canon DR-G1130 scanners, as needed to ensure proper, accurate operation of the (SNMD) system.� Full density and color calibration shall be performed on each (SNMD) system based on Contractor provided independently verifiable standards.� Performance tests and verification procedures shall be performed on each (SNMD) system to verify that the system meets, at a minimum, the throughput, dimensional repeatability and dimensional accuracy requirements. They are the only source able to provide maintenance on this product due to the proprietary nature. There are no known authorized 3rd party service providers for this equipment maintenance. This notice of intent is not a request for competitive offers/quotes/proposals. A determination not to compete this requirement is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� The solicitation will not be posted. To be considered, responses MUST be received NO LATER THAN 3:00PM, EASTERN STANDARD TIME, MARCH 16, 2022. Additionally, interested sources must be registered and currently active in the System for Award Management (SAM), found at https://www.sam.gov.
