- Notice of Intent to Issue a Sole Source Contract for Blake Plateau AUV This notice is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this notice is to announce the intent to award a contract on a sole source basis to the Ocean Infinity America, 10415 Morado CIR STE 3-300, Austin, Texas 78759-6214 as a small business under NAICS 334511. BSEE anticipates entering a contract with Ocean Infinity America for the project entitled, ""Autonomous Underwater Vehicle Services to Support an Investigation of the Blake Plateau.� This effort is expected to be a time and material contract and is anticipated to be 12 months with an estimated start in July 2022 for an estimated amount of around $615,000.00. The objective of this requirement is to provide an autonomous underwater survey to support and provide needed data to support on Investigation of the Blake Plateau to meet the following: 1. Use an autonomous underwater vehicle (AUV) to collect high resolution multibeam bathymetry, side-scan, chirp sub-bottom profiles, and camera images, providing meter to sub-meter resolution of the seafloor. (Able to operate at depths of up to 1,000 meters). 2. Deliver all collected data with appropriate metadata to the government project team. An important requirement of this acquisition is the ability to operate in the Gulf Stream current (min 1-2 kt current in the full water column) along with having the full suite of sensors to gather the necessary data. Ocean Infinity America�s AUV has the capability to operate in the necessary bottom currents. Although other AUVs may be able to operate at this necessary speeds, Ocean Infinity's AUV is the only known source available with the full suite of sensors and capabilities to meet the requirements with being able to operate in the Gulf Stream's current. As a result, Ocean Infinity America has the equipment that is specialized and vital to the effort that can meet the requirements and the critical schedules of the survey. The applicable NAICS Code is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. However, any firm believing itself capable of performing the work stated above may submit technical documentation to establish their capability. Such documentation must be submitted to the Contracting Office by 2:00PM, Eastern Time on March 24, 2022. A determination not to compete the proposed requirement based upon responses received lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
