Description

The Cincinnati VA Medical Center, 3200 Vine Street, Cincinnati, OH 45220, Network Contracting Office (NCO) 10 intends to release Invitation for Bid (IFB) 36C25022B0029 for project #539-21-113 entitled Replace Roof on or about March 18, 2022. Unless additional notice is given or this notice is modified, the full solicitation, specifications and drawings will be posted on www.SAM.gov . The Contractor shall provide all tools, equipment, material, permits, labor, and supervision required to completely perform the required construction work for the Replace Roof project (539-21-113). All work shall be completed in accordance with the project drawings and specifications. The scope of work involves both repairs to and replacement of the existing roof of Building #1 at the Cincinnati VAMC. Along with roof repair/replacement, this work also involves upgrades to the existing lightning protection system. General construction, electrical and piping work are required. This project may also involve hazardous material abatement where necessary. Due to the location of affected areas, some of this work will have to be scheduled outside of normal facility business hours to address issues such as for example limiting construction noise directly above Operating Rooms during surgeries. A full list of requirements and further details shall be provided in project drawings and specifications. The above narrative constitutes a basic outline of work and in no way outlines all details for the construction of this project. Period of Performance: All phases of work completed within 244 calendar days after receipt of Notice to Proceed (NTP.) SET-ASIDE INFORMATION: This solicitation will be issued pursuant to the authority under Public Law 109-461 (38 U.S.C. 8127) and is a 100% Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). The SDVOSB must be small under the relevant North American Industrial Classification Standard (NAICS) code and MUST be registered and verified in the following websites: http://www.vip.vetbiz.gov, www.sam.gov, to be eligible for award. Bidders MUST ensure registration in these websites are accurate, complete and have not expired prior to bid opening date. A non-verified vendor that submits a bid will be rejected as non-responsive. The VIP database will be checked both upon receipt of an offer and prior to award. A bidder s mailing list will not be maintained, interested bidders should register in the interested vendors section of this notice. Offeror must be able to provide Safety or Environmental Violations and Experience Modification Rate prior to award of a Construction Contract, must have at a minimum certification of not more than three (3) serious, or one (1) repeat or one (1) willful OSHA or EPA violation(s) in the past three years, and a current Experience Modification Rate (EMR) equal to or less than 1.0. Details on obtaining and submitting this information will be in the solicitation package. BONDS in form of Bid, Payment and Performance will be required. The Contracting Officer (CO) will not answer any questions pertaining to this notice. Questions will only be answered that are received by Request for Information (RFI) after the solicitation and drawings have been posted to www.SAM.gov. Do not contact the CO or COR for General Contractor Information.
