- Page 1 of 1 The Department of Veterans Affairs, Oklahoma City VAMC, intends to negotiate on a sole source basis, pursuant to FAR 6.302-1, with Med Associates Inc for the Contextual NIR Fear Conditioning System. Currently the OKC VAMC has no behavioral analysis capabilities for examining memory in rodents by a fear conditioning approach. As part of the MERIT award held by OKCVAMC investigators being able to assess cognitive performance with aging, TBI, and other insults or after treatments is needed. The requested behavioral equipment system is proprietary to MED Associates covered by US Pat. No. 6412441 B1 and ed Associates is the sole manufacturer and supplier of said equipment. Specifically, the lighting system uses both near infrared (NIR) and white light. Recording the video in NIR light allows for a video with no artifacts in the video signal. Additionally, the contextual package includes more rodent contextual inserts than other suppliers allowing for longitudinal and more complex testing. This is a notice of intent and is not a request for competitive quotes; however, any responsible source who can provide an equivalent product with these features described above may submit a capability statement to the contracting office no later than March 30th, 4:30PM, EST. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
