- The Veteran s Administration (VA) Office of Research and Development, Regional Procurement Office East in Pittsburgh, PA intends to negotiate on a sole source basis with NOCTEM Health based in Pittsburgh, PA on behalf of the Pittsburgh VA Healthcare System. The requirement is to provide research assistance for planned VA medical studies. The planned studies focus on Chronic insomnia and its increased risk for medical and psychiatric disorders, higher rates of accidents and injuries, and functional impairment. The most common forms of treatment are prescription sedative-hypnotic medications and cognitive behavioral therapy for insomnia (CBT-I), a multi-component psychotherapy The specific work to be performed includes: The vendor shall provide an evidence-based, digital sleep mobile app platform which combines aspects of in-person CBT-I (personalized care) with the benefits of telehealth (in home care, flexible scheduling). The unique approach shall utilize artificial intelligence to develop tailored recommendations and integrates provider expertise and personalized deprescribing in an easy to use, efficient, and scalable package. The proposed intervention has potential to significantly impact, and improve, Veteran health and the delivery of sedative-hypnotic deprescribing and CBT-I in VA. Study participants will self-report daily sleep diaries with the vendor mobile app with information which includes: Bedtime Risetime Sleep onset latency Number of awakenings Duration of wake after sleep onset Sleep quality Summary data calculated via the vendor portal/application will include Total bedtime Total sleep time Sleep efficiency Other clinical measures participants will self-report to the vendor s mobile app include: Insomnia Severity Index Patient-Reported Outcomes Measurement Information System Adult Profile Physical function Anxiety Depression Fatigue Sleep disturbance Participation in social roles and activities Pain interference/intensity Cognitive function Using the self-report sleep diary and clinical measures, the vendor s mobile app will generate personalized recommendations to improve the outcomes to the individual participants throughout the period of use. Participants are solely responsible for acquiring and maintaining any telecommunications and Internet service required to access and use the vendor s platform, including all costs, fees, expenses, and taxes of any kind related to the foregoing. The requirement will take place at a VA facility Pittsburgh, PA. The sole source is pursuant to FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals, however; any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation to the contracting office no later than Thursday, March 17, 2022, (10:00 AM, EST).
