Description
This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures.� This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334413 (Semiconductor and Related Device Manufacturing) with a small business size standard of 1250 employees. The Government requires a wavemeter, photonic crystal switch, and proportional�integral�derivative controller�(PID controller).� Detailed features are:� Part number HF-WS/6-200-VIS/IR, quantity 1 Wavelength Meter, Solid State, High Precision,IR/VIS - measurement range: 330-1750 nm - absolute accuracy: 330 to 375 nm: � 300 MHz; 375 to 800 nm: � 200 MHz; 800 to 1180 nm: � 150 MHz; 1180 to 1750 nm: � 120 MHz - Calibration source included internally Solid state Fizeau interferometers for long lifetime and high accuracy - no moving parts - cw and pulsed laser measurement - fiber coupled for high measurement stability - highest wavelength measurement speed available enabling multiple options (see below) - very sensitive lineshape CCD detectors for very low light input requirements - high speed USB 2.0 interface - Multichannel switcher for measuring multiple sources simultaneously - PID option for stabilizing laser to any wavelength - Linewidth option for easy measurement of laser linewidth (available for IR range 800-1750 nm) Content of delivery: � 1 optical unit � 1 USB cable � 2 collimators � 1 MM-fiber (50jm, 5 m) � 1 software � 1 manual � 5 SM fibers of choice (320, 405, 460, 630, 780, 980 and 1300 nm available default set 405, 630, 780, 980, and 1300 nm Part number HF-PCS4, quantity 1 Photonic Crystal Switch 1x4 - Four input channels (1x4) - Endlessly singlemode (330 to 2000 nm) - Unlocks full sm range of WLM to switch users - 90% transmission loss Content of delivery: � 1 photonic crystal switch (PCS_complete) � 1 control cable � 1 power supply (5V) � 4 SM fibers FC/PC:FC/APC (1250) 5m � 4 collimators Part number HF-LC-PID 4-TIME, quantity 1 Connect your laser to the wavelength meter for active stabilization and control for stabilization of 4 lasers Features: � external AD-card (16bit +/- 10V) PCI or PCIe � requires 4x multichannel option � output voltage can be adjusted to match your lasers input � Laser control software to lock the laser to any wavelength or program a sequence with the help of a large variety of functions (step, triangle, sinus...) � PID-SIM, software for finding the right PID parameters automatically The Government intends to negotiate a sole source contract with Toptica Photonics, Inc., 5847 County Rd. 41, Farmington, NY 14425. The products to be acquired are essential to the Government's requirements and other companies' products do not meet, or cannot be modified to meet the Government's needs. The requirement is for the Toptica wavemeter due to the requirement for a single unit able to work across the wide range of laser equipment. This wavelength spectrum is extremely wide and ranges from 350nm to 1750nm. Toptica is the only known manufacturer capable of covering the full range, and working with multiple lasers at the same time via an integrated optical switch. As such Toptica is the only known product that meets the requirements.� This system is usable with any laser source and doesn't limit AFRL to only Toptica brand equipment in the future. Toptica provides universal compatibility and interoperability throughout the existing system.� The Toptica system also includes an optical switch that allows for multiple lasers to be used in conjunction with the wavemeter simultaneously without repeated physical reconfiguring of the system, saving time and increasing versatility. There is no manufacturer known other than Toptica that can offer products with broad, convenient, and time and resource-saving configuration/reconfiguration flexibility. Using a brand other than Toptica would pose potential slowdown of the mission while equipment was reconfigured to suit each particular research project. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to richard.childres@us.af.mil. Responses must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated.� However, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 April 2022. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
