- N0016422SNB40 � Request for Solutions (RFS) � Task Area 3-Dynamic Spectrum Management @ BG5 Tactical Edge � PSC AC13 � NAICS 541715 Issue Date 03/17/2022 � Closing Date 04/29/2022 PURPOSE This Request for Solutions (RFS) is issued to seek a prototype support in the area of Innovate Beyond 5G (IB5G) programming with a focus on design, evaluation, and prototyping of Dynamic Spectrum Management (DSM) systems that address DoD Tactical Network (TacNeT) operations in the presence of 5G network infrastructure.� The Government will evaluate the solutions with the intent of awarding an Other Transaction Agreement (OTA) in accordance with 10 U.S. Code � 4003. BACKGROUND AND SUMMARY S2MARTS Vendors interested in responding to this RFS must be members of the Strategic & Spectrum Missions Advanced Resilient Trusted Systems (S2MARTS) consortium. This project will be managed by a Naval Surface Warfare Center Crane Division Project Manager Warfare Center, Crane Division Project Manager. PROJECT OVERVIEW Fifth-generation wireless networking technologies (5G) are of fundamental strategic importance to United States (US) economic well-being and consequently, global leadership. The Department of Navy (DoN) programming seeks to support ideation, design, prototyping, and integration of novel Beyond 5G network concepts and components, leading to demonstration of a DSM system with new capabilities that will allow U.S. Department of Defense (DoD) operations to integrate with the future 5G networked operations.� Key technical objectives of the desired DSM system are ESC latency of Incumbent Detection of less than 1 second and time for 5G System RAN to vacate the band and/or channel of less than 5 seconds. The IB5G Other Transaction Authority (OTA) prototype project is anticipated to be released and to be executed in three (3) phases, each of 12-month periods of performance with the third phase to be further defined six (6) months into performance of the second phase.
