- This is a notice of intent to solicit from a single source. THIS IS NOT A REQUEST FOR QUOTE. THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD. This Notice is to announce that the U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS) is proposing to negotiate a Purchase Order with Loligo Systems APS located in Viborg-Denmark, on a sole source basis. This requirement is to purchase one (1) new 185-L swim tunnel respirometer chamber for measuring oxygen and swimming speed of fish and bath and associated accessories, and one (1) new 24 channel microplate system for measuring oxygen of fish eggs, larvae, and invertebrates, and associated accessories. (See attached Sole Source Justification-Redacted) The proposed action is for products for which the Government intends to solicit and negotiate with only one source under the authority FAR 13.106-1(b)(1), and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. The reason justifying this sole source procurement is that the Government believes only one responsible source can provide the products that will satisfy the agency's requirement. The North American Industry Classification System (NAICS) code is 334516 (Analytical Laboratory Instrument Manufacturing) and the size standard is 1,000 employees. The minimum product specifications are listed below: The 185-L swim tunnel respirometer chamber minimum specifications: Volume: 185-L Test-Section: 88 x 25 x 25 cm Test Velocity: 10 � 225 cm/s Footprint 227 x 91 cm Accessories/Features: Anti-corrosive materials are required to be placed into water Double-lid so fish can be added without the removal of the entire lid Adjustable vanes and collimators for modifying flow profile Ports for oxygen and temperature probes Water bath for temperature control MOTORS, CONTROLLER AND DRIVESHAFT PARTS OF ORIGINAL SWIM TUNNEL ARE IN WORKING ORDER AND ARE NOT NEEDED FOR THIS PROCUREMENT. The 24 channel microplate system minimum specifications: Volume: 200 uL for each well (optimum for eggs or larvae) Plates: 1 glass plate with 24 wells that are gas-tight chambers Windows Compatible: Yes Measurements: Real-time (needed based on the duration of trials; seconds to minutes) Accessories/Features: Compression Block Guide Silicone Padding Microplate Sealing Film (any derivative of PCR film) MicroResp Software This is a sole source notice published for informational purposes only and not a request for competitive quotes. Therefore, no solicitation document exists for this requirement. However, all responsible parties interested in responding to this notice are invited to submit product specification sheet/brochure by the time and date specified in this notice that provides sufficient details for consideration by the Government, via email to: ldwilliams@usgs.gov. The determination not to compete this requirement based on the responses to this notice is solely within the discretion of the Government. Phone calls will not be accepted in response to this notice. All information submitted should support the vendor�s capability to provide the products required and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating a vendor�s bona fide capability to provide these products. Verbal responses are not acceptable and will not be considered. The Government reserves the right to cancel this requirement.
