- Description
- The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking offers from qualified persons to provide personal services under contract as described in this solicitation.� This solicitation in no way obligates USAID to award a PSC contract, nor does it commit USAID to pay any cost incurred in the preparation and submission of the offer. The Rapid Staff Support Services (OAAS3), which is a staff services support function embedded in the Bureau for Management, Office of Acquisition and Assistance, Office of the Director, Foreign Operations Division (M/OAA/OD/Foreign Operations), is hiring Contract and Agreement Officers, (CO/AOs) who will be U.S. Personal Services Contractors (USPSCs) on intermittent deployments; providing rapid response to urgent demands, additional specialized skills, or requests for services that cannot otherwise be accomplished in a country where personnel have been displaced due to security issues, transition between assignments, CO/AO vacancies, or where there has been a surge of activity that exceeds the capacity of that Mission�s personnel. The USPSCs will be a part of OAAS3�s �Firehouse� and those serving in the Firehouse must be prepared to work abroad in USAID missions and embassies, often with little time for preparations.� PLACE OF PERFORMANCE:� Overseas� There may be an initial orientation and training program in Washington, D.C. This may include training necessary to receive a USAID Level I Contracting/Agreement Officer�s Warrant or other required USAID or State Department training classes. After completion of appropriate training, the CO/AO will be considered available for overseas assignment. A portion of the assignment may be remote based on the needs of the mission and depending on potential or ongoing COVID-19 restrictions in the country of assignment.
