- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS, REQUEST FOR QUOTE, OR INVITATION FOR BID. The intent of this notice is to identify qualified and interested offerors for information and planning purposes. The information received will be utilized within Naval Facilities Engineering Systems Command (NAVFAC) Far East to facilitate the decision making process and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow up information requests. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. NAVFAC Far East Core Executing Team (CET) is seeking potential sources that are capable of providing BOSC services at the following locations Kadena Air Base, White Beach, Camp Shields, Awase Communication Site, Tengan Pier, Camp Lester, and Kin Red Beach. The applicable North American Industry Classification System (NAICS) code is 561210, Facilities Support Services and the Product and Service Code (PSC) is S216, Housekeeping � Facilities Operations Support. The proposed services are: (1) Port Operations (2) Facility Management (3) Facility Investment (4) Custodial Services (5) Pest Control (6) Utility Management (7) Electrical Operations, Maintenance, and Repair (O,M,&R) (8) Wastewater O,M,&R (9) Water O,M,&R (10) Environmental Services. The Contractor shall furnish all labor, management, supervision, tools, materials, equipment, and transportation, except otherwise specified herein, necessary to perform the requirements listed above. � The resultant contract for this acquisition, if any, will be a single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Firm Fixed Price (FFP) line items. The contract term will be a base period of one year, with seven (7) one-year option periods. The recurring base year requirement will be the overall minimum guarantee. CONTRACTOR LICENSING REQUIREMENTS: Work, if any, will be performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract, if any. STATUS OF FORCES AGREEMENT: The U.S. Government will not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as members of the Civilian Component under Article I(b) of the SOFA. The Solicitation, if any, will be posted to the System of Award Management (SAM) website at https://sam.gov/ and/or the appropriate Governmentwide point of entry (GPE). Respondents will not be notified of the results of NAVFAC FE CET�s market research. NAVFAC FE CET will utilize the information provided for acquisition planning purposes. All data received in response to this Sources Sought Notice marked or designated, as corporate or proprietary information will be fully protected from release outside the Government. Firms having the capability to perform this work are invited to submit qualifications information, limited to five (5)� pages (8 1/2� x 11�), and are requested to complete Attachment 1: Statement of Interest Questionnaire no later than 15 April, 2022 11:00 AM Japan Standard Time. Complete information must be submitted, as the Government will not seek clarification of information provided. The Government may not respond to questions regarding this Sources Sought Notice or the anticipated Solicitation, if any. Responses received after the deadline or without the required information may not be considered. The Government will not provide a debriefing on the results of this notice.
