Description
THIS IS A NOTICE OF INTENT TO SOLE SOURCE AND NOT A REQUEST FOR QUOTATION OR PROPOSAL. The U.S. Department of Commerce (DOC), Enterprise Services -Acquisition (ES-A), located in Washington, D.C., intends to negotiate on a sole-source basis and award a contract to StateBook International, 101 Green Street Kingston NY 12401. This acquisition is being conducted under the authority of permitting other than full and open competition This acquisition is being conducted using the policies and procedures of Federal Acquisition Regulations (FAR) 13.106-1(b) �Only one responsible source and no other supplies or services will satisfy agency requirements� under the authority of 41 U.S.C.1901(e)(2) in conjunction with FAR Part 12 �Acquisition of Commercial Items� as supplemented by the Commerce Acquisition Regulation (CAR), will be used to evaluate the quotations to award this requirement. The North American Industry Classification System (NAICS) code(s) for this requirement is 511210 Software Publishers with a size standard of $35,000,000.00. The PSC Code is 7A21 IT and Telecom- Business Application Software (Perpetual License Software). DOC ES-A anticipates awarding a firm-fixed-price contract with a 12 month base period and� four (4)-one (1)� year option periods for this requirement. Background & General Description of Work: The current contract is 1331L518P13500016 and was awarded on May 11, 2018. The Period of Performance was May 13, 2018, to May 12, 2019, for a base period of one (1) year with three (3), one (1) � year option periods. The contract expires on May 12, 2022. SelectUSA, established by Executive Order of the President and located within the U.S. Department of Commerce (DOC), is a U.S. Government-wide effort to encourage, facilitate, and accelerate business investment in the U.S. by both domestic and foreign firms - a major engine of economic growth and job creation.� SelectUSA provides enhanced coordination to existing resources and functions within DOC and across all federal departments and agencies with operations relevant to business investment. It also works with states, regional, and local economic development organizations to promote and facilitate overall U.S. business attraction, retention, and re-shoring.� Foreign Direct Investment (FDI) is a major economic driver of globalization, accounting for over half of all cross-border investments. Companies are rapidly globalizing through FDI to serve new markets and customers, map out their value chains in the most efficient locations globally, and to access technological and natural resources. To promote the United States as the world's premier business location, SelectUSA requires access to a research database that offers dynamic demographic, economic, industry, and site statistics at the county and metropolitan statistical area (MSA) levels across U.S. states, territories, and the District of Columbia. Specifically, the database needs to be functional such that multiple search parameters can be applied to filter to a specific county or MSA that meets all of them. Unique Characteristics of the Requirement: The Government does not intend to incur additional costs that will result in either substantial duplication of costs or experience any unacceptable delays in fulfilling the DOC�s needs. Award to anyone other than StateBook International will add further challenge to the Government in having to train and walk interested parties through understanding the requirement; thereby, adding to the delay and harming the Government further. StateBook International provides a web-based, searchable international database allows a comparative analysis of U.S. counties and MSAs across U.S. states, territories, and the District of Columbia. Also including a user-friendly interface, dynamic accurate lists and data resources, and real time new information updates to include additional search parameters. A new operating environment for a new contractor will also increase the concern with regards to unacceptable delays in fulfilling the agency�s needs.� There is a current contract in place to meet the needs of the Government�s required services. This is NOT a solicitation for quotations, quotation abstracts, a request for competitive quotations; or request for competitive proposals; however, all responses received within 15 days from the date of publication of this synopsis will be considered by the Government. Responses must clearly and thoroughly defend any claims or assertions that attempt to refute the Government�s claim. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. Information received on this notice must eliminate the Government's concerns and addressed how the items can be provided without jeopardizing the science behind the on-going projects. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, a contract will be issued to StateBook International.
