- The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Teledyne LeCroy, Inc of 700 Chestnut Ridge Road, Chestnut Ridge, NY, 10977-6435 for the purchase of an ADQ/7DC-PICe-AWDAQ-AWATD high-bandwidth digitizer card. The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. The high-bandwidth digitizer card will be used to develop a new photonic readout method and to enable new-in-class chip-scale photonic temperature and pressure sensors and standards. In particular, the new photonic sensor readout will be based on an interrogating laser featuring a very high swept rate (up to 200 kHz sweep speed) and a very high sampling density (up to 4 million sampling points per second of swept wavelength). To measure in real-time optical spectra with such a high sampling rate the high-bandwidth digitizer card is an absolute necessity. Furthermore, to resolve very narrow optical resonant modes over a wide frequency range and at high data acquisition speed, the digitizer card must have a sampling rate and bandwidth great or equal to 10 GSPS (gigasamples-per-second-per) and 3GHz, respectively. The data acquisition rate necessary to reach our target precision is very high, so the digitizer must support continuous data streaming to its host computer at a speed great or equal of 7 GS/s (gigasamples-per-second).� This sole source determination is based on the following specifications: The digitizer card must have at least two analog input channels and must be able to operate in both single-channel model, and dual-channel mode. The digitizer must have a sampling rate equal or greater to 10�GS/s (gigasample per second-per-channel, GSPS/ch) (for one channel-mode), and equal or great than 5�GS/s/ch (GSPS/ch) (for dual-channel mode). The digitizer must have equal or greater 14-bit resolution for both analog input channels. The digitize must have a bandwidth equal or great than 3�GHz. The North American Industry Classification System (NAICS) code for this acquisition is 334515 and the size standard is 750 employees. No solicitation package will be issued.� This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 5:00 p.m. Eastern on April 05, 2022. �Inquiries will only be accepted via email to forest.crumpler@nist.gov .� No telephone requests will be honored.�� A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.�
