Description
Fleet Readiness Center East (FRC East), Cherry Point, NC, in collaboration with Craven County (FRC East�s Partnership Intermediary), is soliciting industry for information via a White Paper and follow-on Industry Day/Technology Scan Event regarding the following topic area: On-Aircraft Bearing Liner Measurement: 1.� Problem Description: a.� Aircraft swashplate and pitch links help transfer flight control from stationary actuators to a spinning rotor head. Pitch links in each rotor attach the swashplate to a pitch horn on each arm of the rotor head. Pitch links act as a strut, pitching (twisting) the blade as it is pushed or pulled. b.� Each Pitch Link Assembly has a spherical, rod end bearing that accommodates rotational freedom.� The bearing consists of a stainless steel ball in a stainless steel outer race. A 0.012 inch (Minimum) thick polytetrafluoroethylene (PTFE) liner is bonded to the outer race, and lubricates the inner ball. c.� Bearing malfunctions result in exponentially rapid wear through the PTFE liner, followed by metal to metal contact of the bearing�s ball and race. d.� Early stages of wear result in abnormal (but tolerable) vibrations in flight. If vibrations detected in time (i.e. prior to metal to metal contact), then troubleshooting time on the ground is extensive to determine cause of vibration as it can come from various areas.� Therefore, there is an additional need to be able to quickly rule out the pitch link assembly early on in the troubleshooting tree. 2.� Current Inspection Method: a.� Shim stock utilized as �go/no go� inspection.� If shim stock of 0.009� thickness can be inserted, the liner is assumed to be worn to limit and bearing replacement is necessary. b.� Issues with this inspection measurement technique is that bearings are most likely to be removed that are good, due to the subjectivity of the test by the maintainer and the lack of ability to accurately measure the thickness of the liner. 3.� Swashplate/Pitch Assembly Overview: a.� The bearing assembly is installed in the upper and lower rod ends. b.� The bearing assembly consists of an outer race, liner, and spherical ball. c.� Liner is bonded to the inner diameter (ID) of the outer race and interfaces with the outer diameter (OD) of the spherical ball.� The liner surface gets worn during rotor operation. d.� See attached images for more detail. 4.��Capability Desires: a.� FRC East is seeking information regarding on aircraft non-destructive inspection methodologies to accurately determine the PTFE liner thickness.� Non-destructive inspection is essential to ensure bearings that meet the allowed liner thickness remain in service.� Destructive inspection methodologies or technologies will not be considered.�� b.� Inspection methodology that is accurate and simple enough to be conducted frequently in order to detect rapid wear progression. c.� Inspection to occur with pitch link assembly still installed on aircraft and minimum to no intrusion on surrounding components, hardware, etc. d.� Man-portable and light enough to carry on ladders and scaffolds. e.� Currently suitable (or can be ruggedized) for field environment. Please provide the following information via White Paper: Your company/organization including: a brief description of your company/organization, small/large business status, and any additional socioeconomic status designation(s) (i.e., 8a, HUB-zone status, veteran-owned status, etc.). A technical White Paper (three (3) pages or less in font no smaller than size 12 Times New Roman, submitted as a Portable Document Format (PDF) file) describing your company's technology and/or current products that could provide the Navy and Marine Corps with the ability to conduct on aircraft bearing liner measurements while meeting the aforementioned capability desires. Identify the Technology Readiness Level (TRL) of your company's product and how this was assessed. If applicable, provide information/status on the completion of Government testing/demonstration of your technology under other contracts, as well as a summary of applications that demonstrate that your product�s capabilities have been successfully employed by the Department of Defense (DoD), Government, and/or commercial activities. Provide a rough order of magnitude cost and delivery lead-time estimate for your product(s). Provide your point(s) of contact: Name, telephone number, email, and Commercial and Government Entity (CAGE) Code. For planning purposes, provide an approximate number of personnel who would attend the Industry Day/Technology Scan Event, if your company is invited to participate. It is requested that information be submitted NO LATER THAN 5:00 PM (EST), 13 April 2022 via email to ENC_Tech_Bridge@navy.mil. Industry Day/Technology Scan Event Information: FRC East intends to host an Industry Day/Technology Scan Event on 27 April 2022 at the Havelock Tourist & Event Center, located at 201 Tourist Center Drive, Havelock, NC, 28532. In order to participate, companies will be required to submit the aforementioned White Paper by the listed deadline.� Submission of a White Paper constitutes availability by the company for the event.� Submission of a White Paper does not guarantee an invitation to participate in the event. After reviewing all submitted White Papers, FRC East will then invite the companies who will be invited to participate in the event.� ONLY those companies who are invited to participate in the event will be contacted; it is anticipated that contact with invited companies will be complete by 11:59 PM (EST), 20 April 2022.� On the day of the event, briefings and breakout sessions will be scheduled with invited companies to facilitate discussions and demonstration of the technology presented in response to this announcement.� Invited companies are expected to be prepared to discuss their technology in more detail and if possible, bring their technology to the event in order to conduct a brief demonstration.� A non-ready for issue pitch link assembly will be available for demonstration purposes.� Other than the pitch link assembly and providing the ability to display presentations from the invited companies, FRC East is not anticipating providing any additional FRC East-furnished materials or equipment for the event; thus, invitees will be required to provide all additional materials required to execute a demonstration of their technology.� A detailed schedule of the day�s events will be provided to invited companies for planning purposes.� Summary of Event Timeline/Schedule: White Paper Submissions Due: 13 April 2022 Industry Day/Technology Scan Participation Invitee Notifications: 20 April 2022 Industry Day/Technology Scan Event: 27 April 2022 Disclaimer for Submitting a White Paper and Participating in the Industry Day/Technology Scan Event: 1.� For purposes of this section, �respondents� are companies who respond by submission of a White Paper.� The White Paper response to this announcement, participation in the Industry Day/Technology Scan Event, and information attained therein may be used to support preparation of the FRC East�s acquisition strategy for this requirement. Respondents are notified that a formal solicitation MAY NOT necessarily result from the announcement. This announcement is posted for planning and market research purposes only. This announcement does not constitute a Request for Proposal, Request for Quote, or Invitation for Bids. This announcement does not commit FRC East to issue any type of solicitation or award a contract. This announcement does not restrict FRC East from a particular acquisition approach. FRC East will not reimburse any respondent for any cost associated with information submitted in response to this announcement. Any comments provided may or may not be included in a formal solicitation. FRC East will not release any information marked with a Proprietary legend, received in response to this announcement, to any firms, agencies, or individuals outside FRC East without written permission in accordance with the legend. 2.� All respondents shall be U.S.-based and U.S.-owned companies.� Additionally, only U.S. citizens are eligible to participate in the Industry Day/Technology Scan Event. �At the request of FRC East, all respondents will be required to demonstrate proof that all of these qualifications have been met. Any respondent who cannot demonstrate it meets these qualifications will be removed from further consideration by FRC East. 3.� Technical questions may be submitted in writing to Advanced Technology and Innovation (ATI) Team Lead, Mr. Jamaine Clemmons at eddie.j.clemmons.civ@us.navy.mil and ATI Lead Engineer, Mr. Robert Kestler at robert.e.kestler.civ@us.navy.mil. 4.� By responding to this announcement, the respondent agrees to comply with and be bound by the rules (including these disclaimers) of this announcement and the decisions of FRC East. Rules and decisions are binding and final in all matters relating to this Industry Day/Technology Scan Event. 5.��By responding to this announcement, the respondent agrees to comply with the DoDM 5200.01 (all volumes) and the National Industrial Security Program Operating Manual (DoD 5220.22-M) and any revisions to those manuals. 6.��Participation by Craven County. Craven County is assisting with the logistics of the event; however, FRC East will be solely responsible for determining which respondents will be extended an invitation to participate in the Industry Day/Technology Scan Event. 7.� By responding to this announcement, each respondent (whether participating singly or in a group) warrants and assures FRC East that any data used in the development of the White Paper and in the Industry Day/Technology Scan Event, was obtained legally through authorized access to such data. 8.� Federal employees and Contractors, providing services associated with developing this announcement and/or applicable documentation, are not eligible to submit a White Paper in response to this announcement. Additionally, federal employees who participate in White Paper review are not eligible to submit a White Paper. Likewise, members of their immediate family (spouses, children, step-children, siblings, step-siblings, parents, step-parents), and persons living in the same household, whether or not related, are not eligible to submit a White Paper in response to this announcement. Federal employees and Contractors acting outside the scope of their employment should consult their ethics official and appropriate management before submitting a White Paper in response to this announcement. 9.��FRC East Right to Cancel, Suspend or Modify the Industry Day/Technology Scan Event. FRC East reserves the right, in its sole discretion, to cancel, suspend or modify the Industry Day/Technology Scan Event. FRC East will be the final decision authority for all matters concerning the Industry Day/Technology Scan Event. 11.��Responsibility for Costs Incurred. All costs incurred as a result of submitting a White Paper or participating in the Industry Day/Technology Scan Event, including a technology demonstration, are the sole responsibility of the participant. Nothing in this announcement, to include information on the websites publicizing the event, may be interpreted as authorizing the incurrence of any costs on behalf of the FRC East. 12.��Release of Claims. The respondent agrees to release and forever discharge any and all manner of claims, equitable adjustments, actions, suits, debts, appeals, and all other obligations of any kind, whether past or present, known or unknown, that have or may arise from, are related to or are in connection with, directly or indirectly, this announcement or the respondent�s submission. 13.��If invited to participate in the Industry Day/Technology Scan Event, the invited company or individual respondent agrees not to file any claims against the U.S. Government, or any of its authorized agencies or personnel, or otherwise seek any form of reimbursement for the use, or compensation for the loss, damage to, or destruction of the product displayed or demonstrated during the Industry Day/Technology Scan Event. The respondent agrees to release and hold harmless the United States, the Department of the Navy, and all their employees and Contractors, from any and all claims or demands resulting from any loss, damage, death, or injury that may arise from the setup, demonstration, display, or teardown of the respondent�s property. 14.��Compliance with Laws. The respondent agrees to follow and comply with all applicable federal, state and local laws, regulations and policies. 15.��Indemnification. The respondent indemnifies FRC East and its affiliates, directors, officers, employees against all liabilities, damages, losses, costs, fees (including legal fees), and expenses relating to any allegation or third-party legal proceeding to the extent arising from: a.� The respondent�s acts or omissions in relation to the application ???????b.��The respondent�s submissions violating any rights of any other person or entity or any obligation the respondent may have with them 16.��Disclaimers. All content provided by FRC East is provided on an ""as is"" and ""as available"" basis. FRC East disclaims all representations and warranties (express or implied), including any warranties of merchantability and fitness for a particular purpose. FRC East is not responsible for any incomplete, failed, or delayed transmission of application information or submissions due to the internet, including interruption or delays caused by equipment or software malfunction or other technical problems. Reference herein to any specific commercial products, process, or service by trade name, trademark, manufacturer, or otherwise, does not constitute or imply its endorsement, recommendation, or favoring by the United States Government. 17.��Severability. If any term (or part of a term) of this announcement is invalid, illegal or unenforceable, the rest of the terms will remain in effect. 18.��Translations. All Industry Day/Technology Scan Event communications and submittals will be in English. In the event of any discrepancy between the English version of these terms and rules and a translated version, the English version will govern. 19.��Governing Law. FRC East is subject to all applicable federal laws and regulations. All claims arising out of or relating to these terms will be governed by the federal laws and regulations of the United States of America.
