N/A 15) Description. This is a pre-solicitation notice only and does not constitute a solicitation. Accordingly, no response is due at this time, nor will any questions of a technical or contractual nature be answered. Specific instructions on submitting responses will be contained in solicitation documents. A date and time for a site visit will be specified in the solicitation. A firm fixed priced purchase order is anticipated. Requirement is 100% set-aside for small business. The applicable NAICS is 238160 and the business size standard is $16.5 M size standard. Contractor shall be registered in System for Award Management (SAM)under the appropriate NAICS code. In accordance with Federal Acquisition Regulations (FAR) Subpart 36.204(b), Disclosure of Magnitude of Construction Project, the magnitude of this project is between $100,000 and $250,000. The location is Chesapeake and Ohio Canal National Historical Park, Lockhouses 28, 31, 49 and the Dam 4 Winch House in Frederick and Washington Counties, Maryland. The period of performance is for 180 calendar days from the issuance of the Notice to Proceed. In compliance with FAR 22.403-1, Construction Wage Rate Requirements, the prevailing wage rates will apply. A solicitation will be issued as a Request for Quote (RFQ) solicitation. The solicitation subsequent to this announcement may be canceled at any time. NOTE: This notice does not obligate the government to award a contract nor does it obligate the government to pay for any quote preparation costs. Complete solicitation and attachments will be posted on or about April 5, 2022. USDA BioPreferred product categories apply to this acquisition. Project Description The Chesapeake and Ohio Canal National Historical Park preserves the rich history of the canal. Within the canal, there are many classified structures listed on the National Register of Historic Places. Four of these structures need new wood shingle roofs: Lockhouses 28, 31, 49 and Dam 4 Winch House. The contractor shall provide for all labor, materials, supplies, equipment, transportation, supervision, ancillary services, and all other necessary items to complete this project, performing all work in complete compliance with this Scope of Work, and any plans, drawings, and specifications issued or directed through this solicitation and award in order to ensure quality workmanship. At a minimum, the supplies and materials shall be of a quality to conform to all applicable Federal specifications. At the three lockhouses, remove the wood shingle roof, remove water-damaged sheathing (estimate 20% replacement), and any water-damaged soffit and fascia. Remove and retain the gutters and rainwater leaders as needed to proceed with work. Install replacement sheathing, wood shingle, waterproofing, soffits, and fascia. Reinstall the gutters and leaders. At the Dam 4 Winch House, remove the rotted shingle roof and any water damaged sheathing (estimate 20% replacement), as well as any compromised soffit and fascia. Install new sheathing, soffits, and fascia as needed, and a new wood shingle roof. Work shall be performed on Lock Houses 28, 31, 49 and Dam 4 Winch House within the boundaries of the C and O Canal National Historic Park. The total surface area of all four buildings to be shingled is approximately 4000 sf. In accordance with FAR 13.106-2 to the responsible offeror/quoter whose offer/quote, conforming to the solicitation, will be most advantageous to the Government, price and non-price factors considered.
